한국의 피부미용기술은 전세계적으로 인정받고 있는 특화 분야다. 특히 지난 2007년 피부미용사 자격이 국가자격증으로 인정되면서 자타공인 전문직이라는 인식이 커지고, 전국 30만 명 이상의 피부미용사들의 위상이 높아졌다. 국내 피부미용산업 또한 질적, 양적으로 성장하면서 전세계 피부미용인들이 우리나라를 주목하고 있다. 지난 2011년 서울 삼성동 코엑스에서 성공적으로 개최된 시데스코(CIDESCO) 국제 총회는 한국피부미용산업의 위상을 격상시켰다는 평가를 받고 있다.

[비즈니스리포트]는 지난달 28일 서울시 마포구 한국피부미용사회 중앙회에서 조수경 회장을 만나 국내 피부미용산업의 발전사와 선진화를 위한 중앙회의 주요 계획 등을 들어봤다.

- (사)한국피부미용사회 중앙회에 대해 최근 피부미용사 뿐만 아니라 일반인들의 관심도 크다.

"(사)한국피부미용사중앙회는 전국 피부미용사업자들을 대표하는 단체다. 현재 공식적인 피부미용업 사업자는 2만5000천명, 종사자까지 하면 10만명이 넘는 규모다. 산업인력공단에서 10년 동안 배출한 피부미용 국가 공식 자격자가 30만 명이 된다. 이들 모두의 권익과 지위를 향상시키고 대신 해서 일하는 단체가 한국피부미용사중앙회다. 또한 전세계 피부미용위원회인 시데스코의 한국지부로 지난 2015년에 가입해 피부미용인들의 글로벌 네트워크를 확보하고 있다."

- 지난 12년 동안 중앙회를 이끌어오면서 가장 기억에 남는 일이 있다면.

"2011년도에 시데스코(CIDESCO) 국제 총회를 한국에 유치하며 성공적으로 행사를 치뤄낸 것이다. 삼성동 코엑스에서 일주일 동안 열린 국제 총회에 30개국에서 2000여명의 피부미용인들이 한국을 찾아왔다. 국제 행사를 통해 한국의 발전된 피부미용산업을 그들에게 보여줄 수 있는 기회가 됐고, 한국의 이미지를 확 바꾼 국가의 위상을 높인 행사였다. 시데스코 관계자들도 역대 총회에서 가장 잘 준비되고 성공적인 행사였다고 평가하고 있다."

- '피부미용사'란 국가 자격증이 탄생하기까지 중앙회의 역할이 컸다.

"2007년 4월5일에 피부미용사 국가 자격증이 시작됐다. 10년 동안의 긴 투쟁을 해서 입법화됐고, 보건복지부의 시행령을 통해 국가자격증이 탄생했다. 사실 이 과정이 너무 어려웠다. 가장 힘들었던 점은 피부미용사 국가자격증을 반대하는 단체와 당시 피부미용에 대한 인식이 부족했던 행정 당국 등 관계자들을 설득하는 것이었다. 피부미용에 대한 전문가들이 없다보니 '이 분야에 국가자격증이 왜 필요하냐?'란 역질문에 적극적으로 이해시키고 설득하는 과정이 필수적이었다."

- (사)한국피부미용사회 중앙회 숙원사업 중 하나가 피부미용인들의 미용기기 합법화라고 하던데.

"현재 관련 법안이 국회에서 계류중인데, 현재 미용기기가 의료기기법으로 묶여 있기 때문에 아직까지 피부미용인들이 사용할 수 있는 미용기기가 없다. 특히 아이러니한 점은 피부 미용 관련 학과에서 공부하는 학생들은 미용기기 사용법을 공부하고 있는데, 정작 현장에 나오면 기기를 사용 못하고 있는 것이 현실이다. 현재 의사들 자신만 피부미용기기를 사용하는 상황이다. 의사들이 자신들의 이익만을 생각하는 것에 그쳐 주변에 산업을 보지 못하는 것이 이 법안이 통과되지 못하는 주된 원인이 되고 있다고 생각한다."

"농민들도 맨손으로만 농사를 짓는 시기가 지난지가 오래다. 해외와 달리 한국만 이런 상황인데, 한국미용도 과학적인 문명을 받아 들여서 고객서비스를 높여야 하는 시대가 왔다. 아울러 피부미용에 대한 국가자격증이 발행되는 상황에서 '피부미용업'도 법적으로 독립되야 한다. 현재 미용업 안에 헤어미용과 피부미용, 네일미용 등이 다 포함되어 있는데 각각 분리되어 독립된 사업영역으로 구분될 필요성이 있다. 우리 산업이 세계적인 산업과 어깨를 나란히 할 수 있도록 정책적인 기반이 마련됐으면 한다."

- 중앙회의 연간 주요 행사로 '대한민국 뷰티산업 박람회'가 오는 4월 9-10일 양일간 세종대에서 열리는 것으로 알고 있다.

"세계적인 피부미용 관련 기자재, 화장품, 각종 미용 도구를 전시하는 대규모 박람회로 1년에 한 번씩 개최되고 있다. 국제적인 행사로서 최근 세계적으로 유행하는 제품 등 피부미용산업의 세계적인 동향을 살펴볼 수 있다. 동시에 피부미용인들을 위한 유익한 각종 행사로 채워지는 전세계적인 축제로도 볼 수 있다."

- 교육사업에도 집중하고 있는 것으로 알고 있다.

"중앙회는 피부미용사 국가자격증이 생긴 뒤에 관련 교육을 많이 시켜왔다. 앞으로는 국가자격증 교육과 함께 피부미용 사업자와 종사자들에게 NCS(국가직무능력표준) 기반으로 교육을 확대시킬 계획이다. 교육이란 것은 한번 배우고 거기서 그치는 것이 아니라 시대에 맞춰서 경쟁력 강화를 위해 지속되어야 한다. 중앙회는 피부미용 사업자와 종사자들을 위한 단체이기에 이들을 위한 다양한 교육 프로그램을 확대해 나갈 계획이다."

- 중앙회에서 올해 집중적으로 추진할 주요 사업들이 있다면.

"중앙회와 교수협의회가 공동으로 NCS 관련 책을 집필하고 있다. 책이 출간되면 산업계와 교육계에서 사용하는 교과서처럼 사용될 예정이고 이를 통한 교육을 집중적으로 실시할 계획이다. 또한 중앙회의 연간 주요 행사인 노동부, 보건복지부 후원으로 피부미용인 1000명과 관련 모델 1000명이 참여하는 '피부미용기능경진대회'와 전국 피부미용업주 6천여명이 참여하는 '뷰티산업박람회'가 성공적으로 치뤄질 수 있도록 할 것이다."

- 앞으로 꼭 이루고 싶은 계획이 있다면.

"피부미용사들의 미용기기 사용과 피부미용업 독립 등 두 가지 현안만 해결하면 피부미용인들의 위상을 더욱 높아지고, 독립적인 지지 기반을 닦아놓을 수 있다고 생각한다. 무엇보다 이 두 가지만이라도 꼭 이루고 싶다. 우리나라에서 시데스코 국제 총회를 개최한지 10년이 지났으니 세계대회를 한번만 더 치렀으면 좋겠다는 제안이 오고 있다. 행사 개최에 수 많은 노력이 들어가고, 행사 유치 또한 쉽지 않은 일이지만 회장 임기 중에 다시 한 번 시데스코 국제총회를 멋있게 치러 내고 싶다."

Korea's skin beauty technology is a globally recognized specialty. In particular, the status of more than 300,000 skin beauticians in the country has increased as the qualification for skin beautification was recognized as a national qualification in 2007. As the domestic skin beauty industry also grows in quality and quantity, skin beauties around the world are paying attention to our country. The CIDESCO International Conference, which was successfully held in 2011 at COEX in Samseong-dong, Seoul, is considered to have elevated the status of the Korean skin beauty industry.

The Business Report met Chairman Cho Soo-kyung at the Korean Skin Beauty Society's Central Conference in Mapo-gu, Seoul on April 28 to hear the history of the development of the Korean skin beauty industry and the main plans of the Central Conference for advancement.

- The Korean Society for Skin and Beauty has a great interest in the Korean society.

The Korean Federation of Skin and Beauty Practices is an organization representing skin beauty businesses nationwide. Currently, the number of official skin beauty businesses is 25,000 and the number of employees. There will be 300,000 official national applicants for skin beauty in the 10-year period produced by the Industrial Human Resources Corp. The Korean Council for Skin and Beauty is an organization that improves the rights and status of all of them and instead works. It also joined the Korean branch of Cidesco, a global beauty committee, in 2015 to secure a global network of skin beauties."

- If there's anything that's most memorable about leading the Central Council over the past 12 years.

"We successfully hosted the CIDESCO (CEO) International Conference in 2011 and held the event. About 2,000 skin beauties from 30 countries visited Korea at the week-long international conference held at COEX in Samseong-dong. It was an opportunity to show them Korea's advanced skin beauty industry through international events, and it was an event that elevated the status of the country that has drastically changed Korea's image. Cisco officials also say it was the best-prepared and successful event of all time."

- The central committee played a major role until the birth of a state certificate called "skin-bearers."

On April 5, 2007, the national certificate for skin beauty began. It was legislated through a long 10-year struggle, and the National Qualification Certificate was born through the Enforcement Decree of the Ministry of Health and Welfare. In fact, this process was too difficult. The hardest part was to persuade organizations opposing the national qualification of skin beautifiers and officials, including administrative authorities, who lacked awareness of skin beauty at the time. Since there are no experts on skin beauty, why do you need a national certificate in this field?"The process of actively understanding and persuading the reverse question was essential."

- I heard that one of the accommodation projects of the Korean Society for Skin and Beauty is legalizing hairdressers.


There are still no beauty devices available to skin beauties because the related bills are pending in the National Assembly and the hair care devices are currently tied to medical devices. Particularly ironic is that students who study in skin beauty departments are studying how to use hairdressers, but the reality is that they are not able to use them when they come to the scene. Currently, only doctors themselves are using a skin beauty device. The inability of doctors to see the industry around them just thinking about their own interests is the main reason why the bill is not passed."

The time has long passed for farmers to farm with their bare hands. Unlike other countries, Korea is the only country in this situation, and Korea's beauty needs to embrace scientific civilization to increase customer service. In addition, when state certificates for skin beauty are issued, "skin beauty" should be legally independent. Currently, hair beauty, skin beauty, and nail beauty are all included in the beauty industry, which needs to be separated and separated into separate business areas. I hope that our industry will have a policy foundation so that it can be on par with the global industry."

- I understand that the "Korea Beauty Industry Fair" will be held at Sejong University for two days from April 9-10, as a major annual event of the Central Conference.

It is held once a year as a large fair showcasing world-class beauty-related press materials, cosmetics and various beauty tools. As an international event, visitors can take a look at global trends in the skin beauty industry, including products that have recently become popular around the world. At the same time, it can be seen as a worldwide festival filled with beneficial events for skin beauties."

- I understand that they are also focusing on the education business.

The central bank has provided many education related to skin beautifiers after they became eligible for state certification. In the future, the government plans to expand education on the basis of NCS (National Job Competency Standards) to skin beauty service providers and workers, along with Education should not only be learned once and stop there, but should continue to The association plans to expand various education programs for skin beauty service providers and workers."

- If there are major projects that the Central Council will focus on this year.

The Central Committee and the Council of Professors are jointly writing books on NCS. When the book is published, it will be used like a textbook used by the industry and the educational community and will focus on education. Also, with the support of the Ministry of Labor and the Ministry of Health and Welfare, the annual major events of the Central Conference, the "Functional Contest for Skin Beauty" involving 1,000 skin beauties and 1,000 related models, and the "Beauty Industry Fair" involving 6,000 skin beauties across the country will be successfully held."

- If you have a plan that you really want to achieve in the future.

I think solving only two pending issues - the use of beauty devices by skin beauticians and the independence of the skin beauty industry - could further raise the status of skin beauties and wipe out an independent support base. Above all, I really want to achieve these two things. Now that it has been 10 years since Korea hosted the Cedesco International Congress, there are suggestions that it would like to have another world congress. It takes a lot of effort to hold the event, and it's not easy to host the event, but I'd like to hold the Cidesco International Congress in a cool manner once again during my tenure as chairman."
