반도체 시장 호황 등의 영향으로 4년 연속 영업이익이 증가한 국내 제조업 경기가 내년부터 하향세로 전환될 것이라는 전망이 나왔다.

KEB하나은행(은행장 함영주) 소속 하나금융경영연구소(소장 배현기)는 20일 '2019년 산업 전망'을 발표하고, ‘한국 제조업 위기론’에 대해 진단했다.

■제조업 영업이익, 4년간의 상승기 마감하고 2019년부터 내리막길 시작
하나금융경영연구소는 2019년 산업 전망을 발표하면서 국내 제조업 영업이익이 2015년부터 올해까지 연속 4년간 증가했으나 내년부터 감소세로 전환할 것이라고 예상했다.

동 연구소는 반도체, 석유화학 등 국내 제조업 전체 이익의 87.4%를 차지하는 10대 산업의 향후 3년간 이익 규모를 추정하며 이와 같은 결론을 내렸다.

이주완 연구위원은 “국내 제조업의 가동률은 2011년을 고점으로 계속 하락하고 있으며 이 기간 생산능력도 크게 확대되지 않아 결과적으로 생산 자체가 상당히 부진한 상황”이라고 제조업의 현재 상황을 설명했다.

또한, 이 연구위원은 “지난 2년간 반도체와 유가 등 가격효과로 기업의 이익이 증가했으나 이제 더 이상 가격효과를 기대할 수 없기에 이익 감소는 불가피하다”고 부연했다. 동 연구소의 분석에 따르면 2019년 10대 제조업의 영업이익은 올해보다 2.7% 감소할 것으로 내다봤다.

그러나 이어서 “앞으로 완만한 하강세가 지속될 것으로 예상되므로 침체기에 진입한 것은 맞지만 일부에서 우려하는 것처럼 위기를 거론할 수준은 아니다”라며 지나친 두려움이 확산되는 것을 경계했다.

■제조업의 진정한 위험요인은 경쟁력 약화와 특정 산업 의존도 심화
한편, 하나금융경영연구소는 한국 제조업의 진짜 위기는 수익성 하락이 아닌 다른 곳에 있다는 의견을 내놓았다.

이 연구위원은 “한국 제조업의 진짜 문제는 경쟁력 약화로 주요 산업의 시장점유율이 중국에 추월당하는 것과 특정 산업에 대한 의존도가 지나치게 높다는 것이다”며 “이는 앞으로도 한국 경제를 짓누르는 위험요소가 될 것”이라고 우려했다.

동 연구소의 자료에 의하면 한국의 주력 수출품 가운데 디스플레이와 휴대폰 시장에서는 이미 중국에 추월당했고 반도체의 경우 5년 후면 중국과의 격차가 많이 좁혀질 것으로 예상되며 반도체와 석유화학이 제조업 전체 이익에서 차지하는 비중이 과거 40% 수준에서 최근에는 60%대로 치솟았다.

■경기 전망치가 하락한 산업은 6개, 상승한 산업은 '0'
하나금융경영연구소는 지난 상반기에 비해 2019년 경기 전망치가 하락한 업종은 반도체, 석유화학, 자동차, 철강, 비철금속, 풍력 등 6개이며 상승한 업종은 전무하다고 발표했다.

김동한 수석연구원은 “가성비를 무기로 한 중국 로컬 업체의 경쟁력 상승으로 중국법인 실적 반등이 어렵고 국내에서도 군산공장 폐쇄, 수입차 공세 등의 이유로 수익성 회복이 쉽지 않다”고 전망치 하락 이유를 설명했다.

또한, 안혜영 연구위원은 “유가 상승으로 국내 업체들이 생산하는 석유 기반 나프타의 가격 경쟁력이 하락하고 에틸렌의 초과공급이 우려되며 대외적인 불확실성이 커져 전망치를 하향 조정한다”고 말했다.

철강 관련해서 김유진 수석연구원은 “비록 조선은 다소 회복되겠지만 자동차, 조선, 건설, 가전 등 전방산업이 부진하고 무역 분쟁에 따른 수출 감소가 우려 된다”며 경기 전망치를 한 단계 내렸다.

■주요 산업의 설비투자 2.8% 증가, 수출은 3.0% 증가에 그칠 전망
하나금융경영연구소는 주요 산업의 2019년 설비투자와 수출 전망치를 발표했는데 반도체, 디스플레이, 통신 등 설비투자 상위 10개 산업의 설비투자 증가율은 올해의 6.4%보다 낮은 2.8%에 그칠 것이라고 예상했다.

또한, 수출 상위 9개 산업의 2019년 수출은 올해보다 3.0% 증가하는데 그쳐 2018년의 5.7%에 비해 둔화될 전망이다. 반도체, 석유화학, 정유의 수출 증가율은 크게 둔화되고 자동차, 디스플레이, 휴대폰, 철강 등은 마이너스 성장이 우려된다.

Korea's manufacturing industry, which saw its operating profit increase for the fourth consecutive year due to booming semiconductor markets, is forecast to shift downward from next year, according to a report.


Hana Financial Management Research Institute, which is affiliated with KEB Hana Bank (bank president Ham Young-joo), released its "2019 industry outlook" on Tuesday and diagnosed the "Korean manufacturing crisis theory."

■ Operating profit in the manufacturing industry, ending four years of rise and starting to decline in 2019.
Announcing the industry outlook for 2019, Hana Financial Management Research Institute predicted that operating profit in the country's manufacturing sector will increase for the fourth consecutive year from 2015 to this year, but shift to a downward trend from next year.

The think tank reached the conclusion, estimating the size of profits over the next three years for the 10 largest industries, which account for 87.4 percent of the country's total profits for the manufacturing sector, including semiconductors and petrochemicals.

Lee Ju-wan, a researcher at the institute, explained that the operating rate of the domestic manufacturing sector has continued to fall since 2011 and that production capacity has not expanded significantly during the period, resulting in a significant slump in production itself.

In addition, Lee added, "The company`s profits have increased over the past two years due to price effects such as semiconductors and oil prices, but now that we can no longer expect price effects, it is inevitable to see a decline in profits." According to an analysis by the institute, operating profit of the top 10 manufacturing companies will decrease 2.7 percent in 2019 from this year.

However, he cautioned against spreading too much fear, saying, "We are right to enter a recession as we are expected to continue a slow down in the future, but we are not at the level of mentioning the crisis as some worry."

■ The real risk factors in manufacturing are weakening competitiveness and increasing reliance on specific industries.
Meanwhile, Hana Financial Management Research Institute came up with an opinion that the real crisis in the Korean manufacturing sector is somewhere else, not a drop in profitability.


"The real problem for the Korean manufacturing industry is that the market share of major industries is being overtaken by China due to weakening competitiveness, and their reliance on certain industries is too high," Lee said. "This will continue to be a risk factor that will weigh on the Korean economy."

According to the data by the institute, Korea has already been overtaken by China in the display and mobile phone markets among Korea`s major exports, while the gap with China is expected to narrow in five years, with semiconductors and petrochemicals accounting for the overall profits of the manufacturing sector soaring from 40 percent in the past to 60 percent in recent years.

■ Major industries are expected to increase facility investment by 2.8% and exports are expected to increase by only 3.0%.
Hana Financial Management Research Institute announced its 2019 facility investment and export forecast for major industries, predicting that the growth rate of facility investment by the top 10 industries, including semiconductors, displays and telecommunications, will be only 2.8 percent, lower than this year's 6.4 percent growth.

Also, exports of the top nine export industries are expected to grow only 3.0 percent in 2019 from this year, slowing from 5.7 percent in 2018. Export growth in semiconductors, petrochemicals and oil refining has slowed significantly and autos, displays, mobile phones and steel are feared to post negative growth.
