일본·싱가포르·대만 등은 생산성 높이고 단위노동비용 낮추며 경쟁력 강화

글로벌 금융위기 전후로 41개국의 제조업 노동생산성은 각각 연 3.4%, 연 3.5% 증가해 비슷했지만 한국은 연 7.0%에서 연 2.8%로 증가세가 급격히 꺾였다. 41개국의 제조업 단위노동비용은 연 6.0%에서 연 △1.7%로 감소세로 전환했지만 한국은 연 0.8%에서 연 2.2% 증가로 올라 세계적 흐름에 역행한 것으로 나타났다.

한국경제연구원(원장 권태신)은 미국 컨퍼런스보드 자료를 이용해 41개국을 대상으로 '제조업 생산성 및 단위노동비용 국제비교'를 실시했다. 그 결과, 비교대상 41개국의 제조업 대상 1인당 노동생산성은 ‘02년~‘09년 연평균 3.4% 증가하고, ‘10년~‘17년 연평균 3.5% 증가해 글로벌 금융위기 전후로 비슷한 수준을 유지했다. 반면, 한국의 1인당 노동생산성은 ‘02년~‘09년 연 7.0%가 늘어 중국, 폴란드, 슬로바키아, 루마니아에 이어 5번째로 높았으나 ‘10년~‘17년 연 2.8%로 빠르게 둔화되며 28번째에 그쳤고, 일본(4.1%), 독일(4.0%), 프랑스(2.9%) 등 주요 선진국보다 낮았다. 한경연은 글로벌 금융위기 이후 한국의 노동생산성 상승세가 다른 나라에 비해 급격히 둔화되었다고 지적했다.

#글로벌 금융위기 이후 단위노동비용이 한국보다 빨리 늘어난 곳 중국·인도 뿐
단위노동비용은 제품을 하나 만드는데 소요되는 노동비용이다. 제조업 단위노동비용 증가율은 제조업 경쟁력 측정지표로서, 단위노동비용이 감소하면 적은 노동비용으로 같은 제품을 생산하기 때문에 경쟁력이 올라간다. 41개국의 제조업 단위노동비용 증가율(US$ 기준)은 ‘02년~‘09년 연평균 6.0% 늘었지만 ‘10년~‘17년 연평균 △1.7% 감소했다. 세계 제조업 경쟁력이 글로벌 금융위기 이후 전반적으로 개선되었다는 의미이다. 반면, 한국의 단위노동비용은 ‘02년~‘09년 연 0.8% 증가로 낮았지만, ‘10년~‘17년 단위노동비용이 세계적으로 감소한 기간에는 연 2.2%(3위) 늘었다. 글로벌 금융위기 이후 단위노동비용이 한국 보다 빨리 증가한 나라는 중국, 인도뿐으로, 한국 제조업 경쟁력이 세계적 흐름에 역행하며 약해진 것으로 나타났다.

최근 한국의 제조업 경쟁력은 동아시아 주요 제조 경쟁국에 비해 뒷걸음질 친 것으로 나타났다. 기준년도인 ‘09년 대비 ‘17년 1인당 노동생산성은 중국이 93.1%, 싱가포르 71.7%, 대만 38.7%, 일본 38.1% 증가해 한국(24.4%)을 크게 앞질렀다. 반면, ‘09년 대비 ‘17년 단위노동비용은 중국 39.1%, 한국 19.3%, 대만 1.5%, 싱가포르 △16.0%, 일본 △33.4%로, 중국과 한국은 단위노동비용이 대폭 상승한 반면 일본·싱가포르 등은 크게 낮아져 중국을 제외하면 비교국과 한국 간 제조업 경쟁력 격차가 확대되고 있는 것으로 나타났다.

추광호 한국경제연구원 일자리전략실장은 “최근 우리경제 선도산업*인 제조업의 생산성 상승세가 꺾이고 단위노동비용이 늘어나면서 국제 경쟁력에 적신호가 켜졌다”고 지적했다. 추 실장은  “국내에서 유연근로시간제 개편, 최저임금 인상 등 중요한 경제이슈를 다룰 때 생산성과 경쟁력  논의가 부족한 측면이 있다”며, “지금은 노사정이 생산성 향상, 국제 경쟁력 확보를 우선순위로 두고 힘을 모아야 한다”고 강조했다.

Before and after the global financial crisis, the labor productivity of 41 countries in the manufacturing sector rose 3.4 percent annually and 3.5 percent annually, respectively, while that of Korea sharply declined from 7.0 percent per year to 2.8 percent per year. Manufacturing unit labor costs in 41 countries shifted from 6.0 percent per annum to 1.7 percent per annum, but South Korea rose 2.2 percent per annum from 0.8 percent a year, a report showed Wednesday, bucking global trends.

The Korea Economic Research Institute (KERI), using U.S. conference board data, conducted "International Comparison of Productivity and Unit Labor Costs" in 41 countries. As a result, the per capita labor productivity of 41 comparable countries in the manufacturing sector increased 3.4% annually between '02 and'09 and 3.5% annually between '10 and'17' remained at a similar level before and after the global financial crisis. On the other hand, Korea's per capita labor productivity increased by 7.0 percent per annum from 02 to 2009, the fifth highest after China, Poland, Slovakia and Romania, but it slowed to 2.8 percent per annum from 10 to 17, and was lower than Japan's 4.1 percent, Germany's 4.0 percent and France's 2.9 percent. The KERI pointed out that the country's labor productivity growth has slowed sharply compared to other countries since the global financial crisis.

Unit labor costs are the labor costs of making one product. The increase in unit labor costs in manufacturing is a measure of competitiveness in the manufacturing sector, and when the unit labor cost decreases, it increases competitiveness because it produces the same product at a small labor cost. The per-unit labor cost growth rate of 41 countries (based on US$) increased by 6.0 percent annually between 2002 and 2009 but decreased by an average annual average of 1.7 percent between 10 and 17. This means that global manufacturing competitiveness has improved overall since the global financial crisis. On the other hand, Korea's per-unit labor costs were lower by 0.8 percent per annum between "02 and"09, but increased by 2.2 percent per annum during the "10-'17" period when unit labor costs declined globally. China and India are the only countries where unit labor costs have increased faster than South Korea since the global financial crisis, with their manufacturing competitiveness weakening, going against global trends, a report showed Wednesday.

South Korea's manufacturing competitiveness has recently backtracked compared to its major manufacturing rivals in East Asia, a report showed Tuesday. Compared to the base year of 2009, labor productivity per capita increased 93.1 percent in China, 71.7 percent in Singapore, 38.7 percent in Taiwan and 38.1 percent in Japan in 2017, far outpacing Korea's 24.4 percent). On the other hand, the gap in manufacturing competitiveness between China and Korea is widening except for China, with the exception of China as the unit labor cost in 17 years has risen sharply, with China, 19.3 percent for Korea, 1.5 percent for Taiwan, 16.0 percent for Singapore, and 33.4 percent for Japan and Singapore.


"The productivity growth of the manufacturing sector, which is the leading industry in the Korean economy, has decreased recently and the cost of unit labor has increased," said Choo Kwang-ho, head of the job strategy division at the Korea Economic Research Institute. "When dealing with important economic issues such as the revision of the flexible working hours system and the minimum wage hike in Korea, there is a lack of discussion on productivity and competitiveness," Choo said. "Now, labor, management and government should work together to improve productivity and secure international competitiveness."
