범정부 차원의 제2벤처붐 비전이 발표된 가운데, 중소기업계가 제2벤처붐 조성의 선봉에 선다.
중소벤처기업부는 올해 '활력 중소기업, 함께 잘사는 나라'라는 비전을 세우고 중소제조업 부흥 등 4대 핵심정책을 추진한다고 7일 밝혔다.
올해 주요정책은 △중소제조업 부흥 △제2 벤처붐 확산 △민간자율의 상생협력·개방형 혁신 가속화 △소상공인 자영업을 새로운 방식으로 육성 등이다.
중기부는 중소 제조업의 공장혁신을 위해 2022년까지 스마트공장 보급 목표를 기존 2만개에서 3만개로 상향조정했다. 올해 관련 예산은 전년 대비 2.6배 증액된 3428억원이다. 삼성, 현대 등 민간 대기업의 스마트공장 노하우를 활용해 중소기업 공장의 스마트화를 가속화할 방침이다. 또한 기존 정부가 주도했던 R&D(연구개발) 과제 선정 권한은 민간에 이양한다.
중기부는 지방 산업단지에 우수 인재들이 모이도록 국토교통부와 지방자치단체 등과 협업해 임대주택 4만2000호를 2022년까지 공급하는 등 지방 중소기업을 지원한다.
제2 벤처붐 확산을 위해서는 올해 1조원 규모의 모태펀드를 마중물로 민간자금 을 끌어모아 4조8000억원 규모 벤처펀드를 조성한다. 올해부터 2022년까지 12조원 규모 스케일업 전용펀드도 선보인다. 아울러 3000억원 규모의 M&A(인수·합병) 펀드를 조성하고 중소기업 M&A 법인세 감면도 오는 2021년까지 연장한다.
중기부는 '소상공인·자영업 기본법' 제정을 추진해 취업자의 약 21%를 차지하는 소상공인(2016년 기준 314만개), 자영업자(2018년 기준 564만개)에 대한 독립적 육성기반도 마련한다.
소공인 집적지 내 제품개발, 작업장, 온라인 공동구매･판매, 전시장까지 전 과정을 종합지원하는 소공인 복합지원센터도 올해 2곳에서 2022년까지 10곳으로 늘릴 계획이다.
민간 자율의 상생협력 확산과 개방형 혁신을 위한 정책도 선보인다. 징벌적 손해배상제도 도입, 불공정행위에 대한 직권조사 강화 등을 통해 공정경제 구현을 위한 기반을 강화할 예정이다. 협력이익공유제 도입 기업에 인센티브(세금감면 등)를 부여해 민간 자율의 성과공유를 유도하고, 상생결제도 더욱 확산시킬 예정이다.
개방형 혁신 확산을 위해선 지역의 혁신주체와 VC(벤처캐피탈), 교수 등이 자유롭게 소통하는 새로운 개념의 창업공간 스타트업 파크와 한국형 중관촌을 조성한다. 코리아 스타트업 캠퍼스 등 해외의 혁신주체와 공존하는 대규모 해외 전진기지 설치도 추진한다. 양국 정상 임석 하에 한국 중기부-인도 상공부 간 코리아 스타트업 캠퍼스 조성을 위한 MOU(업무협약)이 지난달 체결돼 인도에서 전진기지 건설이 탄력을 받을 전망이다.
홍종학 중기부 장관은 "모든 직원이 혁신의 DNA를 받아들여 중소벤처, 소상공인을 위해 존재하는 최고의 행정서비스 기관이 될 것"이라며 "앞으로도 현장의 목소리를 귀담아 듣고 그것이 바로 우리의 정책 과제로 이어지도록 노력하겠다"고 말했다.

With the pan-government-level second-venture boom vision announced, the small and medium-sized business community will take the lead in creating the second-venture boom.
The Ministry of Small and Medium Venture Business announced on Monday that it will establish a vision of "vital small and medium-sized enterprises, a country that does well together," and pursue four key policies, including the revival of small and medium-sized manufacturing businesses, this year.
Major policies for this year include reviving the small and medium manufacturing industries, spreading the second venture boom, accelerating win-win cooperation in private self-interest, accelerating open innovation, and fostering small-business self-employed businesses in a new way.
To help small and medium-sized manufacturing companies innovate their plants, the ministry has raised the target for the supply of smart plants to 30,000 from the previous 20,000 by 2022. This year's related budget is worth 342.8 billion won, 2.6 times more than the previous year. It plans to accelerate the smarting of small and medium-sized companies' factories by utilizing the know-how of smart factories by private conglomerates such as Samsung and Hyundai. In addition, the authority to select R&D (R&D) tasks led by the previous government will be transferred to the private sector.
The mid-term ministry will support local small and medium-sized enterprises by supplying 42,000 rental houses by 2022 in cooperation with the Ministry of Land, Infrastructure and Transport and local governments to bring together talented people in local industrial complexes.
In order to spread the second venture boom, the government will create 4.8 trillion won worth of venture funds by attracting private funds to meet with funds worth 1 trillion won. It will also introduce a 12 trillion won fund for scale-up from this year to 2022. In addition, it will create a M&A fund worth 300 billion won and extend the corporate tax reduction for small and medium enterprises until 2021.
The MMA will push for the enactment of the 'Basic Act on Small Business and Private Business' to establish an independent incubation base for small business owners ($3.14 million as of 2016) and self-employed people (5.64 million as of 2018).
It also plans to increase the number of Sogong-in complex support centers from two this year to 10 by 2022.
It will also showcase policies for the expansion of co-prosperity cooperation and open innovation of private sector autonomy. It will strengthen the foundation for the implementation of a fair economy by introducing a punitive damages system and strengthening investigations into unfair practices. The government plans to give incentives (such as tax breaks) to companies that adopt the cooperative profit sharing system to encourage private sector autonomy to share performance and further expand the win-win settlement system.
To spread open innovation, it is going to create a new concept of "Startup Space Startup Park" and "Korean-style Junggwanchon," in which innovative players, VC (venture capital) and professors in the region freely communicate. It will also push for the establishment of large-scale overseas forward bases that coexist with innovative players overseas, such as the Korea Startup Campus. An MOU (MOU) was signed last month to create a Korea Startup Campus between Korea's Mid-Atlantic and India's Commerce and Industry Ministry under the presence of the two countries' leaders, which is expected to give momentum to the construction of a forward base in India.
"All employees will accept the DNA of innovation and become the best administrative service that exists for small and medium-sized ventures and small merchants," said Lt. Col. Hong Jong-hak, minister of the Ministry of Science and Technology.
