미국과 중국의 무역전쟁은 우리의 대응여하에 따라 기회로 작용할 수 있다는 분석이  나왔다.

최근 한국경제연구원(이하 한경연)은 '미중 무역전쟁과 죄수의 딜레마' 보고서를 통해 양국이 죄수의 딜레마로 빠질 경우 양국의 최적관세율을 추정하고 한국의 GDP와 수출에 미치는 영향을 분석하면서 이 같이 밝혔다.

◆죄수의 딜레마로 빠질 경우, 양국의 최적관세율 각각 7%p와 5%p 인상
미국과 중국이 서로 보복을 하면 궁극적으로 미국과 중국의 최적 관세율은 현행보다 각각 7%p와 5%p 추가 인상하는 선에서 끝날 것으로 보고서는 분석하고 있다. 미국이 중국보다 높게 관세율을 올릴 수 있는 것은 미국이 중국에 비해 경제규모와 산업별 기술수준 및 시장점유율이 높기 때문인 것으로 보고서는 분석하고 있다. 보고서는 한 국가가 관세율을 조정하는 것을 교역조건(terms of trade)을 개선해서 수출을 확대하거나 내수산업의 경쟁력을 확대하려는 의도로 해석하고 있다. 현재 시장점유율과 기술측면에서 중국에 비해 미국이 유리한 위치에 있어 미국이 중국보다 관세율을 인상할 유인과 여지가 크다는 것이다.

현재 미중무역 전쟁으로 미국이 중국에 부과한 관세율은 평균 7.5%에 달하고, 중국이 미국에 부과한 관세율은 23%에 달하고 있어, 미국은 최적관세율까지 인상한 것으로 평가되지만 중국은 과도하게 대응한 것으로 분석하고 있다. 따라서 향후 미중 무역전쟁은 중국이 보복성으로 부과한 관세를 대폭 인하하는 방향으로 전개될 것으로 보고서는 전망하고 있다. 또한 미국의 GDP는 0.2~ 0.4% 증가하는 반면 중국의 GDP는 0.8%~ 2.5% 감소하여 미국 입장에서 보면 미중 무역전쟁을 지속할 유인이 존재한다고 보고서는 분석하고 있다.

◆미중 보복을 배제할 경우, 한국의 최적관세율은 현행대비 2~3% 인상
미중 무역전쟁이 죄수의 딜레마로 귀결된다고 가정할 때 우리의 대미·대중 수입품에 대한 최적관세율은 현행대비 2~3%p 인상되는 것으로 보고서는 추정하고 있다. 이는 미국과 중국이 보복 없이 우리의 관세조정을 허용하는 협조적 게임 하에서 성립하는 것이다. 따라서 양국의 보복이나 정치적 이해관계를 고려하면 미중 무역전쟁에서 우리의 최적대응은 관세율을 현행대로 유지하고 관여하지 않는 것이라고 보고서는 주장하고 있다 

◆한국의 GDP –2.33~0.85% 증감, 미중 무역전쟁 우리에게 위기이자 기회
미중 무역전쟁이 죄수의 딜레마로 귀결될 때 한국의 수출과 GDP는 교역조건 효과와 미국과 중국기업의 생산거점 재조정 효과의 크기에 의해 영향을 받는다고 보고서는 설명하고 있다. 교역조건 효과는 미중 무역전쟁으로 양국이 서로 관세율을 인상하면 미국과 중국 수출품의 비교우위가 약화되고 한국의 수출품의 비교우위가 개선되는 효과를 의미한다. 생산거점의 재조정 효과는 수출기업에서 내수기업으로의 전환되는 효과를 의미한다. 관세율이 높아지면 미국의 대중 수출기업과 중국의 대미 수출기업의 수익이 악화되어 퇴출되는 기업이 늘어난다.

반면 수입이 감소하고 국내 재화에 대한 수요가 커지면서 내수기업의 수익이 증가하여 내수시장으로 진입하는 기업이 늘어나게 되는 효과를 의미한다. 따라서 생산거점의 재조정 효과가 강하하게 일어나면 한국의 수출기업이 양국의 내수기업과 치열한 경쟁에 직면하게 되어 우리의 수출이 감소하게 된다고 보고서는 분석하고 있다. 이러한 생산거점의 재조정효과가 비교우위의 효과보다 강하게 작용할 경우(시나리오 1), 한국의 수출은 0.56% 감소하고 GDP는 0.4% 감소할 것으로 추정하고 있다.

여기에 더해 중국이 대미 반도체 수입을 2배로 확대하고 한국으로부터의 수입을 줄인다면(시나리오 2) 우리의 수출은 2.3% 감소하고 GDP는 1.75% 감소할 것으로 추정된다. 시나리오 2에 더해 미국이 한국, EU, 일본의 수입 자동차 및 부품에 관세 25%를 부과하는 시나리오 3이 최악의 시나리오로 우리의 수출은 3.1% 감소하고 GDP는 2.33% 감소할 것으로 보고서는 추정하고 있다. 그러나 외교적 노력을 통해 한국의 수출품에 대한 규제를 제거하고, 우리의 수출기업이 미국과 중국의 내수기업과의 경쟁에서 우위를 확보할 수 있다면(시나리오 4) 우리의 수출은 1% 증가하고 GDP는 0.85% 증가할 것으로 추정하고 있다.

조경엽 선임연구위원은 “이러한 기회는 우리기업뿐만 아니라 다른 모든 국가에게 열려있는 만큼 기술향상을 통한 가격경쟁력을 제고하는 노력이 요구 된다”고 주장하고 있다. 그는 “현재와 같은 투자환경에서 비교우의를 유지하기 어려운 만큼 규제개혁, 노동개혁, 법인세 인하, R&D 지원 등을 통한 투자환경 개선이 무엇보다 중요하다“고 강조했다.

이어 “미중 무역전쟁이 우리나라 주요 수출품목에 관세를 인상하는 방향으로 확대된다면 게임은 전혀 다른 양상으로 펼쳐질 수 있기 때문에 정부 뿐만 아니라 민간 외교력을 총동원해서 총체적으로 대응해야 한다”고 주장했다.

The trade war between the U.S. and China could serve as an opportunity depending on our response, according to the analysis.


In a recent report titled "The U.S.-China Trade War and Prisoner's Diligence," the Korea Economic Research Institute (KERI) made the remarks while estimating the two countries' optimal tariff rates and analyzing their impact on South Korea's GDP and exports if the two countries fall into a prisoner's dilemma.


∘ In case of a prisoner's dilemma, the optimum tariff rates for both countries will be increased by 7% and 5% respectively.
If the U.S. and China retaliate against each other, the report says, ultimately, the optimal tariff rates for the U.S. and China will end up increasing by 7 percent and 5 percent, respectively, from the current level. The report analyzed that the U.S. can raise its tariff rate higher than China because the U.S. has a higher economic size and industrial technology level and market share than China. The report interprets a country's adjustment of tariff rates as an intention to expand exports or expand the competitiveness of its domestic industry by improving its terms of trade. They say the U.S. has a greater incentive and room for the U.S. to raise its tariff rate than China, as the U.S. is currently in a better position than China in terms of market share and technology.

As the U.S.-China trade war currently imposes 7.5 percent of tariffs on China, while China imposes 23 percent on the U.S., the U.S. is considered to have raised the optimum tariff rate, but China has overreacted. Thus, the future U.S.-China trade war is expected to develop in a way to drastically cut tariffs imposed by China on its retaliation, the report predicts. In addition, the report analyzed that the U.S. has an incentive to continue the U.S.-China trade war, with U.S. GDP rising 0.2 to 0.4 percent while China's GDP fell 0.8 percent to 2.5 percent.

∘ If U.S.-China retaliation is excluded, Korea's optimum tariff rate will be raised by 2 to 3 percent compared to the current rate.
Assuming that the U.S.-China trade war results in a prisoner's dilemma, the report estimates that our optimum tariff rate on U.S. and public imports will increase by 2 to 3 percent compared to the current level. This is to be established under a cooperative game in which the U.S. and China allow our tariff adjustments without retaliation. Therefore, considering the retaliation or political interests of the two countries, our optimal response in the U.S.-China trade war is to keep the tariff rate as it is and not engage in it, the report argues.


◆ Korea's GDP – 2.33 - 0.85% increase, U.S.-China trade war – A crisis and opportunity for us
When the U.S.-China trade war boils down to a prisoner's dilemma, South Korea's exports and GDP are affected by the effect of trade terms and the size of the effect of readjusting production bases of U.S. and Chinese companies, the report explains. The effect of trade terms means that if the two countries raise tariff rates against each other due to the U.S.-China trade war, the comparative advantage of U.S. and Chinese exports will be weakened and the comparative advantage of South Korea's exports will be improved. The effect of readjustment of production hubs means a shift from exporters to domestic companies. Higher tariff rates will worsen the profits of U.S. exporters to China and Chinese exporters to the U.S., leading to more companies being kicked out.

On the other hand, falling imports and growing demand for local goods mean more companies will enter the domestic market by increasing profits of domestic companies. Therefore, if the effect of readjustment of production bases is strong, Korean exporters will face fierce competition from domestic companies in both countries, which will reduce our exports, according to the report. If the readjustment effect of these production bases is stronger than that of comparative advantage (Scenario 1) it is estimated that Korea's exports will decrease 0.56 percent and its GDP will decrease 0.4 percent.


If China doubles its semiconductor imports to the U.S. and cuts imports from Korea (Scenario 2), it is estimated that Korea's exports will decline 2.3 percent and its GDP will decrease 1.75 percent. In addition to Scenario 2, Scenario 3, in which the U.S. imposes 25 percent tariffs on imported cars and parts of South Korea, the EU and Japan, is the worst scenario, will see our exports fall 3.1 percent and GDP fall 2.33 percent, the report estimates. However, we estimate that our exports will increase by 1 percent and GDP will increase by 0.85 percent if diplomatic efforts remove restrictions on Korean exports and our exporters can gain an upper hand in competition with U.S. and Chinese domestic companies (Scenario 4).
