서울 금천구 독산동 등을 포함한 상반기 도시재생 뉴딜사업지 22곳이 선정됐다. 22곳의 사업지에는 2023년까지 총 1조 4000억원이 순차적으로 투자돼 지역 경제를 활성화시킬 것으로 기대된다. 국비와 지방비 3900억원, 부처 연계사업비 2900억원, 공기업 및 민간투자 4700억원, 지자체 자체사업비 2200억원 등이다.
정부는 이낙연 국무총리 주재로 지난 8일 정부서울청사에서 제16차 도시재생특별위원회를 열고 ‘2019년도 상반기 도시재생 뉴딜사업 선정안’, ‘2018년도 선정사업 활성화계획 승인안’을 의결했다. 정부는 이번 선정을 계기로 지역의 혁신거점 공간 조성을 활성화하고, 지역밀착형 생활SOC 공급을 확대할 계획이다.
◆올해 상반기 도시재생 뉴딜 선정지
이번에 선정된 22곳 중 서울 금천구 독산동 일대 등 경제적 효과가 큰 중규모 사업 7곳은 중심시가지형으로 20만㎡ 내외로 조성된다.
지역의 쇠퇴한 산업기반을 회복시키고 혁신거점 공간을 조성해 경제활력을 제고하고 지역에 일자리를 창출할 것으로 보인다.
대구 달서구 송현동 등 노후한 저층주거지를 정비하는 소규모 사업 15곳은 우리동네살리기, 주거지지원형, 일반근린형으로 5~15만㎡ 규모로 조성된다.
◆혁신거점 공간 조성
이번 선정에서는 뉴딜사업을 통해 도시 경쟁력을 높일 수 있도록 지역의 혁신거점 공간 조성에 주안점을 뒀다. 그 결과 선정사업 22곳 중 19곳에 창업·문화·주거·행정 등의 복합기능을 하는 앵커시설이 조성된다.
서울시 금천구 독산동 일대는 서울시에서 최초로 시행되는 중앙정부 선정 뉴딜사업이 된다.
이는 45년 된 독산동 우시장, 2015년 서울시의 미래유산으로 지정된 금천예술공장 등 지역 자원을 활용해 지역 산업, 우시장 상권, 문화·예술을 재생시키는 사업이다.
◆서울 금천구 독산동 도시재생 뉴딜사업 계획
우선 의류제조, 생산, 판매가 한 번에 이뤄지는 ‘산업문화 어울림센터’를 조성해 지역산업 활성화를 지원한다.
어울림센터에는 공동작업장, 교육·체험실, 공동판매장 뿐만 아니라, 마을카페, 도서관 등 지역 주민들도 이용할 수 있는 시설이 포함되어 지역의 거점으로서 역할을 하게 된다.
전남 순천은 90년대 신도심 개발에 따라 순천역 일대의 중심상권 기능이 쇠퇴했으나, 순천만 국가정원 인근의 교통거점(전라선 KTX)이라는 장점에 생태산업을 접목한 뉴딜사업을 통해 관광객이 머무를 수 있는 공간으로 탈바꿈하고 일자리를 창출한다.
거점시설인 ‘생태(ECO) 비즈니스 센터’에는 세계습지연구자학회 아시아지역회의 등 국내외 행사 개최는 물론 친환경 에코상품 전시관, 어린이생태놀이터, 생태도서관 등이 계획돼 있고 ‘정원’을 주제로 한 창업도 지원해 순천만 생태산업의 허브 역할을 할 것으로 기대된다.
순천만국가정원, 순천만습지를 찾는 관광객을 유치하기 위해 빈집을 활용해 관광안내, 여행자 휴식공간, 자전거 대여, 생태자원 홍보시설 등 복합기능의 ‘국가정원 플랫폼’도 조성한다.
광주 남구는 백운광장 단절, 집객시설 노후화 등으로 쇠퇴하는 지역 상권 활성화를 위해 노후된 유휴 건축물을 활용해 청년창업 특화거점 및 주거·복지지원 거점을 조성한다.
백운고가도로 철거와 보행육교 설치 등 보행체계를 개선해 단절된 주변 상권을 연계할 계획이다.
지역의 청년단체, 창업가, 청년상인, 대학생 등으로 구성된 청년조직, 지역대학과 함께 힘을 모아 방치된 구 보훈병원을 청년창업지원센터, 스타트업 공유공간, 청년주택 등이 포함된 청년 창업 혁신거점으로 육성한다.
또한 노후된 모자보건센터를 광주도시공사와 함께 복합개발해 신혼임대주택, 임산부·영유아 맞춤형 보건센터, 어린이집, 공동육아나눔터 등을 포함하는 신혼부부 주거·복지지원 거점으로 조성한다.
◆지역밀착형 생활SOC 공급
주민이 필요로 하는 필수적인 생활SOC가 부족한 지역에는 주차장, 도서관, 노인복지시설 등 63개의 생활SOC가 공급돼 지역 주민들의 삶의 질을 제고한다.
충남 예산군은 방치된 폐건물을 활용해 주민들이 필요로 하는 생활SOC를 공급하고 동네를 정비한다.
먼저 비어 있는 정미소는 어르신 헬스케어 프로그램과 어린이를 위한 교양학교가 운영되고, 친환경 주차장과 소규모 공원이 함께 어우러진 복합 생활SOC(생명발전소)로 조성한다. 오래된 농협 창고는 리모델링해 어린이들의 놀이공간으로 바꾸고, 목공작업소 등도 조성해 지역 주민의 일자리를 창출해 나갈 계획이다.
아울러 폐업한 대중목욕탕을 매입·리모델링해 게스트하우스로 조성하고, 아시아푸드마켓 등 다문화 가정 연계사업도 실시해 지역 공동체를 활성화한다.
대구시 달서구는 주민간담회와 도시재생마을학교 등을 통해 주민들이 필요로 하는 사업을 뉴딜사업계획에 담아냈다.
송현동 일대는 택지개발사업으로 조성된 전형적인 격자형 저층주거지로 노인 인구의 비율이 높은 곳이다.
먼저 주요 거점시설인 ‘든들C(culture) 센터’에는 전시·공연장, 마을도서관 등 문화공간과 주민 창업지원센터가 생긴다. 이 공간에서는 아이들을 위한 방과 후 프로그램과 사회취약계층을 위한 나눔서비스 등이 운영된다.
어르신들을 위한 복합 생활SOC로 ‘든들S(senior) 센터’도 만들어 진다. 이곳에는 치매환자 및 노인을 위한 건강관리센터와 실버카페가 들어서고 시니어 일자리 지원센터도 운영된다.
◆지역 특화재생사업
도시재생특위 실무위 설치 등 관계부처 간 협업을 강화한 결과, 22곳 중 약 80%(17곳)의 사업지에 문체부, 고용부, 행안부, 중기부 등 13개 부처의 80개의 도시경쟁력 강화 사업이 연계됐다.
특히 역사·문화자산 등 지역의 특화자산을 발굴·활용해 차별화된 사업모델로 발전시킨 부처 협업 및 지역특화 재생사업을 작년에 이어 4곳 선정했다. 하반기에는 사업모델을 확대해 연내 15곳 이상을 선정할 계획이다.
◆충남 공주시 도시재생 뉴딜사업 계획
충남 공주시는 역사·문화 자산을 활용해 쇠퇴한 도심을 살리는 계획을 마련했다.
도시재생 뉴딜사업이 완료되면, 관광객은 유네스코 유산인 공산성을 둘러본 후 제민천 프롬나드(산책로)를 따라 걸어 제민천 역사문화광장에서 문화 행사를 즐기고, 제민천 인근에서 식사를 한 후, 루치아 골목길을 걷는 등 역사·문화의 체험폭을 넓힐 수 있다.
사업 대상지는 유네스코에서 지정된 세계유산인 송산리 고분군 및 공산성이 인근(도보 10분)에 위치하고 문화재청의 고도보존육성사업이 추진되고 있는 지역이다.
100년의 역사를 지닌 ‘공주 역사 영상관’은 영상박물관과 도서관·커뮤니티 공간으로 노후화된 극장 부지는 주민 커뮤니티센터, 마을주차장, 무인택배함, 폐기물 수거시설 등을 품은 마을 어울림 센터로 재탄생한다.
전남 구례군은 군청 등 공공기관이 외곽으로 이전함에 따라 붕괴된 중심상권을 회복하기 위해 구례군 구도심 내 근대건축물, 구례읍성터 등 지역특화자원을 활용한다.
도시재생 뉴딜사업이 완료되면, 과거 구례군의 모습과 변천 과정을 ‘역사문화기록관’에서 영상으로 만나보고, 옛 모습에 새로움이 더해진 구례읍 성터길과 백의종군로를 걸어보며 구례군의 역사를 현실 속에서 만나볼 수 있게 된다.
거점시설인 ‘통합 어울림센터’를 구축하고, 문화재로 지정된 기존 읍사무소 건물은 리모델링하여 역사문화기록관으로 조성할 계획이다.
또한 옛 구례읍 성터길과 이순신 백의종군로를 연계해 역사문화거리 풍경을 연출하고, 공공건축가와 협업해 통합 어울림 센터, 역사문화기록관, 구례읍 성터길 및 백의종군로를 새롭게 디자인하는 ‘통합디자인 마스터플랜’을 수립할 예정이다.

Twenty-two urban renewal New Deal sites were selected in the first half, including Doksan-dong, Geumcheon-gu, Seoul. A total of 1.4 trillion won is expected to be invested in 22 business sites sequentially by 2023, boosting the local economy. They include 390 billion won in state and provincial expenses, 290 billion won in ministry-linked projects, 470 billion won in public and private investment and 220 billion won in local governments' own projects.
Prime Minister Lee Nak-yon presided over the 16th Special Committee on Urban Regeneration at the Government Complex in Seoul on Tuesday and voted for the selection of urban renewal New Deal projects in the first half of 2011 and the approval of a plan to revitalize the selected projects in 2018. With the selection, the government plans to boost the creation of space for innovation hubs in the region and expand the supply of local close-knit living SOCs.
∘ New Deal for Urban Regeneration in the first half of this year
Among the 22 selected projects, seven of them in the area of Doksan-dong, Geumcheon-gu, Seoul, will have a central urban area of 200,000 square meters.
It is expected to restore the region's declining industrial base and create space for innovation centers to boost economic vitality and create jobs in the region.
Fifteen small-scale projects to refurbish old, low-rise residential areas, including Songhyeon-dong, Dalseo-gu, Daegu, will be built on a scale of 5 to 150,000 square meters with Ur-dong Neighborhood, Housing Support and General Neighborhood.
∘ Creation of space for innovation centers
In the selection, the focus was on creating space for innovation hubs in the region so that the city can become more competitive through the New Deal project. As a result, 19 out of 22 selected projects will have anchor facilities that perform combined functions such as start-up, culture, residence and administration.
The area around Doksan-dong, Geumcheon-gu, Seoul, will be the first central government-designated New Deal project to be implemented in the city.
The project is aimed at reviving local industries, marketplaces, culture and art by utilizing local resources such as the 45-year-old Doksan-dong Woo Market and the Geumcheon Art Factory, which was designated as the city's future heritage in 2015.
∘ Planning of Urban Regeneration New Deal in Doksan-dong, Geumcheon-gu, Seoul
First of all, it will support revitalizing the local industry by creating an "industrial and cultural matching center" where clothing manufacturing, production and sales take place at once.
The center will serve as a hub for the region, as well as a joint workshop, education and experience room and joint sales area, as well as facilities available to local residents such as village cafes and libraries.
Suncheon, South Jeolla Province, saw its central commercial district function decline in the 1990s following the development of Shintoism, but it will transform itself into a space for tourists to stay and create jobs through the New Deal project, which combines eco-industry with the advantage of the transportation hub (Jeonnseon KTX) near Suncheon Bay National Garden.
The Eco Business Center is expected to serve as a hub for Suncheonman Bay's eco-industry industry by offering eco-friendly eco-product exhibition halls, children's ecological playgrounds and ecological libraries as well as hosting events at home and abroad, including the World Wetland Research Institute and the Asia Regional Conference.
To attract tourists visiting Suncheonman National Garden and Suncheon Bay Wetland, the government will also create a "national garden platform" with composite functions such as tourist information, tourist resting areas, bicycle rental and ecological resources promotion facilities.
Nam-gu of Gwangju will create a specialized hub for youth start-ups and a residential and welfare support base by utilizing old idle buildings to revitalize the commercial districts in the region that are declining due to the discontinuation of Baekwoon Plaza and aging of residential facilities.
It plans to improve its walking system, including the demolition of the Baegundae Expressway and the installation of a walking bridge, to link the severed business districts around it.
Together with local youth organizations, youth organizations consisting of entrepreneurs, young merchants and college students, and local universities, the company will foster the neglected old Veterans Hospital as a youth start-up innovation hub that includes youth start-up support centers, startup sharing spaces and youth housing.
In addition, the aged hat health center will be developed in collaboration with Gwangju City Corporation to create a residential and welfare center for newlyweds that includes newlywed rental housing, customized health centers for pregnant and infant children, daycare centers and a joint childcare center.
∘ Supply of local close-knit lifestyle SOCs
In areas where there is a lack of essential living SOCs needed by residents, 63 living SOCs, including parking lots, libraries and welfare facilities for the elderly, will be supplied to enhance the quality of life for local residents.
Budget County of South Chungcheong Province will use abandoned buildings left unattended to provide the living SOCs that residents need and refurbish their neighborhoods.
First of all, the empty Jungmiso will be operated by an old health care program and a liberal arts school for children, and will be created as a complex living SOC, which combines eco-friendly parking lots and a small park. The old Nonghyup warehouse will be remodeled and turned into an amusement park for children, and a woodworking workshop will be created to create jobs for local residents.
In addition, the government will purchase and remodel a public bathhouse that has been closed down and turn it into a guest house, and promote local communities by carrying out projects to link multicultural families such as the Asia Food Market.
Dalseo-gu in Daegu City has included projects needed by residents in the New Deal project through community counseling sessions and urban regeneration village schools.
The Songhyeon-dong area is a typical grid-type low-rise residential area created by the housing development project, with a high proportion of the elderly population.
First of all, "Dendle C Center," a major hub facility, will have cultural spaces such as exhibition and performance halls and village libraries, as well as a community start-up support center. The space will run after-school programs for children and sharing services for the socially vulnerable.

∘ Regional Specialization Regeneration Project
As a result of strengthening cooperation among related ministries, including the establishment of a working committee of the Special Committee on Urban Regeneration, about 80 percent (17) of 22 businesses were linked to projects to enhance urban competitiveness of 13 ministries, including the Ministry of Culture, Sports and Tourism, the Ministry of Government Administration and Home Affairs and the Ministry.
In particular, the ministry selected four projects to collaborate and regenerate regional specialties, which developed into a differentiated business model by discovering and utilizing specialized assets in regions such as history and cultural assets. In the second half of the year, the company plans to expand its business models to select more than 15 by the end of this year.
∘ Planning of Urban Regeneration New Deal in Gongju, South Chungcheong Province
The city of Gongju in South Chungcheong Province has drawn up a plan to revive the city's declining city by utilizing its historical and cultural assets.
When the urban renewal New Deal project is completed, tourists can explore the UNESCO heritage of Communism, walk along Jimincheon Promnard to enjoy cultural events at Jimincheon Historical and Cultural Plaza, eat near Jemincheon Stream, and walk through Lucia Alley.
The sites for the project are Songsan-ri Ancient Tomb, a UNESCO World Heritage site, and the Gongseong Fortress, located nearby (10 minutes on foot), where the Cultural Heritage Administration is working on a project to promote the preservation of the ancient kingdom.
The "Gongju History Video Hall" with a history of 100 years will be reborn as a community center for residents, a village parking lot, an unmanned delivery ship and a waste collection center.
Gurye-gun, South Jeolla Province, utilizes local specialized resources such as modern buildings in Guri-gun and Gurye-eupseong in order to restore the central commercial area that collapsed as the county office and other public institutions moved to the outskirts.
Once the Urban Regeneration New Deal project is completed, visitors will be able to see the image and transformation of Gurye County in a video clip at the Historical and Cultural Archives, and walk through the old-fashioned St. Peter's Road and Baekui Jong-gun Road in Gurye-eup.
The center will be built as a hub, "Unified Mooding Center," and existing town office buildings designated as cultural assets will be remodeled to be created as historical and cultural archives.
It will also establish a "Unified Design Master Plan" that will create a historical and cultural street scene by linking the former Gurye-eup St. Peter-gil and Yi Sun-sin's Baekui-jong-gun Road, and work with public architects to create a new design for the integrated mingling center, historical and cultural archives, and the Gurye-eup St.D. and Baekui-jong-gun-gil.
