2분기 유통업 전망지수가 4분기 연속 하락했다.

대한상공회의소(회장 박용만)가 소매유통업체 1,000개사를 대상으로 조사한 ‘2019년 2분기 소매유통업 경기전망지수(RBSI)’가 전분기 보다 1포인트 하락한 ‘91’로 집계됐다. 하락폭은 다소 줄었으나 작년 2분기 부정적 전망으로 돌아선 이래 4분기째 하락세를 이어가고 있다.

소매유통업 경기전망지수(RBSI : Retail Business Survey Index)가 기준치(100)를 넘으면 다음 분기 경기가 이번 분기보다 호전될 것으로 예상하는 기업이 많다는 뜻이다.

업태별 지수를 살펴보면 온라인쇼핑(103), 홈쇼핑(100), 대형마트(92), 백화점(89), 슈퍼마켓(82), 편의점(77) 순으로 온라인쇼핑과 홈쇼핑을 제외한 전통적인 오프라인 채널에서 상대적으로 부정적 전망이 높은 것으로 나타났다.

백화점은 지난 분기보다 지수가 5포인트 하락한 89를 기록했다. 전반적으로 내수 부진이 이어지면서 고가 제품 위주의 백화점이 우선적인 영향을 받은 것으로 풀이된다. 2분기는 야외활동이 늘어나고 명절 등 특수요인이 없는 비수기인데다가 매출에서 큰 비중을 차지하는 의류, 잡화 분야의 부진이 개선될 기미가 보이지 않으면서 부정적 전망이 높아진 것으로 풀이된다.

대형마트(92) 역시 지난 분기보다 2포인트 하락했다. 경기둔화, 소비양극화 등 거시적 여건을 비롯해 온라인화, 1인가구 증가에 따른 소비패턴의 변화 등이 종합적으로 작용한 것으로 보인다. 수치상으로는 소폭의 하락이지만 ‘14년 2분기 이래 기준치(100)를 넘긴 적이 없었다. 대형마트는 경영난 타개책으로 옴니채널과 신선식품 배송서비스를 강화하고 창고형 할인점을 대폭 늘리는 추세다.

편의점과 슈퍼마켓은 각각 6포인트, 2포인트씩 상승해 77과 82로 집계됐다. 여전히 기준치를 크게 밑돌고, 업태 중 전망도 가장 낮지만 추세가 하락에서 상승으로 반등했다는 점이 긍정적이다. 편의점의 경우 날씨가 풀리면서 계절적 요인이 플러스로 작용하고, 근접출점 제한이 본격적으로 시행되면서 점포당 매출 회복에 대한 기대감이 반영된 것으로 보인다.

슈퍼마켓은 계절적 요인에 더해 근거리, 다빈도, 소량의 구매패턴이 확산되면서 대형마트 보다 가깝고 편리한 슈퍼마켓을 선호하는 현상이 반영된 결과로 해석된다. 다만 전반적으로 경기가 부진하면서 소비자들의 주머니사정과 밀접한 연관이 있는 편의점, 슈퍼마켓 모두 부정적 전망이 높게 나타났다.

홈쇼핑은 전분기보다 10포인트 떨어진 100을 기록하며 2분기째 큰 폭으로 하락했다. 매출은 성장세를 이어가고 있으나 송출수수료 인상에 따른 영업이익 악화가 부담으로 작용한 것으로 보인다. 더불어 T커머스의 급성장으로 채널간 경쟁은 치열해진 반면 TV시청률은 계속 하락세인데 따른 구조적 위기감도 반영됐다. 기업들은 단독·자체 브랜드(PB) 상품을 강화하고 소비자의 이목을 끌만한 모바일 콘텐츠를 적극적으로 제작하는 등 대안 마련에 고심 중이다.

온라인쇼핑 전망지수는 전분기와 동일한 103에 머물렀다. 국내 여건이 좋지 않음에도 작년 온라인쇼핑몰 판매액은 112조원을 기록하며 5년 만에(‘13년 40조원대) 3배 성장했다. 그럼에도 불구하고 지수가 중립에 가까운 이유는 과당경쟁으로 주요개별기업의 경영실적이 좋지 않기 때문이다. 다만 판매품목이 신선식품까지 확대되면서 이커머스 시장이 새로운 전환점을 맞이하고 있는 점이 긍정적이다. 저장·배송 경쟁력이 더욱 중요해질 것으로 전망된다.

#수익 전망, ‘악화’ 38.9% ... 규제완화·최저임금 속도조절 등 정책지원 필요

소매유통업계의 2분기 수익성은 ‘악화될 것’(38.9%)이라는 전망이 ‘호전될 것’(28.2%)이라는 전망보다 조금 높았다. <‘변화없을 것’ 32.9%>. 수익성 악화에 대한 우려는 대형마트(57.4%), 슈퍼마켓(48.8%)에서 많았고 편의점(41.0%)은 유일하게 호전될 것을 기대하는 전망이 높았다.

현시점에서 필요한 정책과제를 묻는 질문에 유통업체들은 ‘출점제한 폐지 등 규제 완화’(49.1%), ‘최저임금 속도조절’(16.7%), ‘제조업 수준의 지원’(16.3%), ‘카드 수수료 인하’(4.7%), ‘신기술 개발 지원’(4.1%), ‘전문인력 양성’(4.0%) 등을 꼽았다. <기타 5.1%> 특히 백화점, 슈퍼마켓, 홈쇼핑에서는 규제 완화를, 편의점은 최저임금 속도조절에 대한 목소리가 높았다.

The second-quarter retail outlook index fell for the fourth straight quarter.


According to a survey of 1,000 retail distribution companies conducted by the Korea Chamber of Commerce and Industry (KCCI), the business outlook index for retail distribution in the second quarter of 2011, down one point from the previous quarter, to 91. The decline was down a bit, but it has been on the decline for the fourth quarter since it turned negative in the second quarter of last year.

A reading above the benchmark (RBSI) of the Retail Business Survey Index indicates that many companies expect the economy to improve in the next quarter from this quarter.

According to the index by industry, online shopping (103), home shopping (100), large discount stores (92, department stores (89), supermarkets (82) and convenience stores (77) have relatively high negative prospects on traditional offline channels except online shopping and home shopping.

Department stores saw their index drop by five points to 89 from the previous quarter. Overall, department stores that focus on high-priced products are believed to have been affected first as domestic consumption continues to slow. The second quarter is seen as a rise in outdoor activities, the off-season without special factors such as holidays, and the sluggishness in clothing and miscellaneous goods, which account for a large portion of sales, has shown no signs of improvement.

Large discount stores (92) are also down 2 points from last quarter. It seems that the overall impact was on macro conditions such as the slowing economy and the polarization of consumption, as well as the onlineization and changes in consumption patterns due to the increase in the number of households. Although it is a slight drop in figures, it has never exceeded the benchmark (100) level since the second quarter of 2014. Large discount stores are increasing their sales of Omnip Channel and fresh food delivery services as a way to overcome their financial difficulties.

Convenience stores and supermarkets rose 6 points and 2 points, respectively, to 77 and 82. It is still well below the benchmark, and the outlook is also the lowest among industries, but positive that the trend has rebounded from falling to rising. In the case of convenience stores, seasonal factors act as a plus as the weather is cleared, and close-out restrictions are in full force, apparently reflecting expectations of a recovery in sales per store.


In addition to seasonal factors, supermarkets are more likely to favor supermarkets that are closer and more convenient than large retailers as their near-field, high frequency and small purchase patterns spread. However, with the sluggish economy overall, both convenience stores and supermarkets, which are closely related to consumers' pocketbooks, have high prospects.

Home shopping fell sharply for the second quarter, posting 100 points, down 10 points from the previous quarter. Although sales have continued to grow, it seems that worsening operating profit due to increase in transmission fees has been a burden. In addition, competition between channels has intensified due to the rapid growth of T-commerce, while the TV viewing rate has continued to decline, reflecting a sense of structural crisis. Companies are working hard to come up with alternatives by strengthening their own brand (PB) products and actively producing mobile content that will attract consumers' attention.

The online shopping outlook index remained at 103 for the same period as the previous quarter. Despite unfavorable domestic conditions, sales of online shopping malls tripled to 112 trillion won last year, the first time in five years. Nevertheless, the index is close to neutral because the management performance of major individual companies is not good due to excessive competition. However, it is positive that the e-commerce market is entering a new turning point as the number of items sold has expanded to fresh food. It is predicted that competitive edge in storage and delivery will become more important.


# Profit prospects, 38.9% 'evil'... Policy support, such as deregulation and control of minimum wage

The second-quarter profitability of the retail distribution industry was slightly higher than that of the second-quarter forecast of 38.9 percent, which is expected to be "good." <32.9% of the respondents said that concerns about worsening profitability were high at large retailers (57.4%) and supermarkets (48.8%), while convenience stores (41.0%) were the only ones expecting improvement.

When asked about the policy tasks required at this time, retailers cited deregulation such as the abolition of store restrictions (49.1 percent), "lowest wage control" (16.7 percent), "support on the manufacturing level" (16.3 percent), "cut down on credit card fees," "support for development of new technologies" (4.1 percent), and "discipline of professionals." Other 5.1 percent said deregulation, especially in department stores, supermarkets and home shopping, and convenience stores were more vocal about minimum wage speed control.
