서희건설(회장 이봉관)은 필리핀 퀘존州 지역에 총 사업비 약 2조 2,000억원 규모의 친환경 USC(초초임계압)발전소 건설을 위해 타당성 조사를 완료하고 본격적인 사업 개발에 착수했다고 13일 밝혔다.
해당 사업은 필리핀 북부 루손(Luzon)섬 퀘존(州)에 600MW급 초대형 발전소 2기를 건설하고 운영하는 민자발전사업(IPP, Independent Power Producer)으로 초초임계압(Ultra Super Critical) 보일러와 각종 친환경 설비 등을 국내 선진기술을 적용해 유해물질과 미세먼지 배출을 최소화하는 친환경 발전소로 계획중이다.
서희건설은 세계 최고 수준의 기술력을 보유하고 있는 국내 전문 건설사, 기자재 업체 등을 대거 참여시켜 한국건설기술 컨텐츠의 해외수출에도 기여할 예정이다.
필리핀 퀘존 민자발전사업은 국토교통부에서 지원하는 ‘17년도 제3차 해외인프라개발사업 타당성 조사 대상사업에 선정되어 타당성 조사를 완료했으며, ’18년도 6월 필리핀 로드리고 두테르테 대통령 국빈 방문 시, 우리정부의 新남방 정책에 힘입어 필리핀 에너지부(DOE)와 투자의향서(LOI)를 체결하고 필리핀 정부의 사업 지지를 이끌어냈다.
이후 LOI체결을 계기로 필리핀 최대 민간 배전사인 Meralco社와 PSA(장기전력구매계약)체결을 위한 물밑 협상을 지속해 왔다. 현재는 대상 사업부지 확보가 마무리되어 본격적인 사업 개발에 착수한 상태며, 서희건설은 내년 상반기까지 주요 인허가 작업을 모두 완료할 계획이다.
필리핀은 최근 아세안에서 가장 높은 경제 성장률을 달성하고 있으며, 그에 따라 전력수요가 지속적으로 상승하고 있는 반면, 최근까지도 순환 정전을 실시해야 할 만큼 전력공급이 크게 부족한 상황이다.
필리핀 정부는 한국 자본 유치와 함께 신규 발전소 건설사업으로 전력공급난을 해결해 산업화를 촉진시키고 새로운 일자리 창출을 늘려 고용시장의 안정화를 꾀할 수 있을 것으로 기대하고 있다
서희건설 관계자는 “이번 사업을 통해 앞서 진출한 인도네시아, 베트남에 이어 필리핀을 동남아 주요 거점 대상지역으로 설정해 해외사업을 확대할 예정이다”며, “최근 두테르테노믹스에 따라 대규모 인프라 확충 정책을 계속해 나갈 것으로 예상되는 필리핀에서 주택, SOC인프라, 플랜트 등의 건설사업 진출 기회를 지속적으로 모색할 계획이다”고 말했다.

Seohee Construction will also contribute to the overseas export of Korean construction technology contents by participating a large number of domestic construction companies and equipment and materials companies that possess world-class technological prowess.
The Quezon Civilian Power Project in the Philippines was selected as a feasibility study for the third overseas infrastructure development project in 17 years supported by the Ministry of Land, Infrastructure and Transport, and completed the feasibility study during the government's state visit to Philippine President Rodrigo Duterte in June 18th, signed an investment letter with the Philippine Department of Energy (DOE) and drew support from the Philippine government.
Since then, with LOI signing, Meralco, the largest private power distributor in the Philippines, has continued behind-the-scenes negotiations to sign a long-term power purchase agreement (PSA). Currently, the project has been completed and the project is fully developed, and Seohee Construction plans to complete all major licensing work by the first half of next year.
The Philippines has recently achieved the highest economic growth rate in ASEAN, and while power demand continues to rise as a result, it still lacks the power supply to the extent that it has to conduct a cyclical blackout until recently.
In addition to attracting Korean capital, the Philippine government expects the new power plant construction project to help expedite industrialization and create more new jobs to stabilize the job market.
