현대건설이 지난 22일 이라크에서 총 24.5억 달러 (한화 약 2조 9,249억원) 규모의 해수공급시설(Common Seawater Supply Project) 공사 LOI(낙찰의향서)를 접수했다.
이 공사는 이라크 석유부 산하 바스라석유회사(Basrah Oil Company)가 발주한 바스라 남부 유전의 원유 증산을 위해 유정에 주입할 하루 5백만 배럴 용량의 물 생산이 가능한 해수처리 플랜트 프로젝트다.
총 공사금액이 24.5억 달러 (한화 약 2조 9,249억원)에 달하는 이 공사는 현대건설이 단독으로 수주한 초대형 공사며 공사기간은 착공 후 총 49개월이다.
이번 프로젝트가 완공되면 이라크 내 원유 생산량 증산과 동시에 재정확충에 기여하며 경제 성장 기반마련에 크게 공헌할 것으로 기대된다.
이번 수주는 이라크 지역 내 2014년 수주해 공사 수행중인 카르발라 정유공장 공사에 이어 현대건설이 보유한 양질의 플랜트 공사 실적과 우수한 기술력, 이라크 정부 및 발주처의 전폭적 신뢰를 기반으로 대형 공사 수주 쾌거를 이뤘다는데 의미가 깊다.
특히, 지난 1월 이라크 수교 30주년을 맞아 한-이라크 우호관계를 강화하고 실질 협력관계를 다져나가기 위한 외교 특사단이 방문했고 4월 재방문으로 수주 활동에 큰 역할을 했다.
현대건설 정진행 부회장도 특사단과 동행했으며 같은 시기 현대건설 부임 후 이라크, 쿠웨이트, 카타르 등 중동지역 및 베트남, 인도네시아 등 동남아 현장을 점검하며 타지에서 고생하는 직원들을 격려하고 해외 수주 네트워크 확장에 힘쓰고 있다.
현대건설 관계자는 “이번 수주는 지난 두 차례 이라크 전쟁 중 현지에 끝까지 남아 현장을 지키고 이라크에서 오랜 기간 동안 주요한 국책 공사를 성공적으로 수행해 경제성장에 많은 기여를 한 현대건설에 대한 굳건한 신뢰감이 주요 요인으로 작용했다”며 “향후에도 이라크 재건을 위한 개발 장기 계획으로 지속 발주될 것으로 전망되는 정유공장, 전력시설, 주택 등 다양한 분야의 수주경쟁에서 유리한 고지를 선점 할 것”이라고 밝혔다.
한편, 현대건설은 지난 1977년 바스라 하수도 1단계 공사를 시작으로 이라크에 진출한 이래 알무사임 화력발전소 공사, 북부철도, 바그다드 메디컬시티, 카르발라 정유공장 공사 등 총 39건, 미화 약 70억 달러(한화 약 7조 8천억원)에 달하는 공사를 수주했다.
현재는 미화 약 60억 달러(한화 약 6조 8천억원) 규모의 카르발라 정유공장 공사를 Joint Venture의 리더로서 GS건설, SK건설, 현대 엔지니어링과 함께 성공적으로 수행하며 발주처와의 두터운 신뢰를 바탕으로 이라크 내 선도적 입지를 다지고 있다.
현대건설은 올해 해외 수주 첫 포문을 열며 목표 달성을 위해 전통적 수주 우위지역인 중동/아시아 지역 중심으로 해외 시장에서 선택과 집중, 시장다변화 전략을 통해 수주를 확대할 것이며 가스·복합화력·매립/항만·송/변전 등 경쟁력 우위 공종에 집중할 계획이다.
[Focus] Hyundai E&C has won a 3 trillion won order to build a sea supply facility in Iraq
Hyundai Engineering & Construction Co. received a bid for a $24.5 billion (about 2.9249 trillion won) project for the Common Seawater Supply Project in Iraq on Tuesday.
The project is a sea treatment plant project that can produce 5 million barrels of water a day to pump into oil wells in the southern oil field of Basra, ordered by Basrah Oil Company under the Iraqi Oil Ministry.
The construction, valued at $24.5 billion (about 2.9249 trillion won) in total, is a mega-sized construction order won by Hyundai Engineering & Construction alone, and the construction period is 49 months after construction begins.
When the project is completed, it is expected to contribute to increasing production of crude oil in Iraq, while increasing fiscal spending, and greatly contributing to economic growth.
It is meaningful that this order has been secured based on the high-quality plant construction performance, excellent technology, and full confidence of the Iraqi government and its owners, following the 2014 construction of the Karbala refinery in Iraq.
In particular, a group of diplomatic envoys visited to strengthen friendly relations between South Korea and Iraq and forge practical cooperative ties on the occasion of the 30th anniversary of diplomatic ties in January, and played a major role in winning the order with a revisit visit in April.
Chung Jin-haeng, vice chairman of Hyundai Engineering & Construction Co., was also accompanied by the special envoys and has been inspecting sites in the Middle East such as Iraq, Kuwait and Qatar, as well as in Southeast Asia such as Vietnam and Indonesia since his inauguration at Hyundai Engineering & Construction, encouraging employees struggling in other regions and working to expand overseas order networks.
"The orders were mainly due to strong confidence in Hyundai Engineering & Construction, which has made a significant contribution to economic growth by remaining on the ground during the past two wars in Iraq, and successfully carrying out major state projects in Iraq," said an official at Hyundai Construction. "In the future, we will take the lead in winning contracts in various areas such as oil refineries, power facilities and housing, which are expected to continue to be placed as a long-term development plan to rebuild Iraq."
Hyundai Engineering & Construction, which started the first phase of the Basra sewage system in 1977, has received 39 orders including the Almussaim thermal power plant, the northern railway, the Baghdad Medical City and the Karbala refinery, worth about 7 billion U.S. dollars.
Currently, it is successfully carrying out construction of a US$6 billion Karbala refinery along with GS Engineering & Construction Co., SK Engineering & Construction Co. and Hyundai Engineering & Construction Co. as the leader of the Junction Venture, building its leading position in Iraq based on strong trust with its owners.
In order to achieve its goal for the first time this year, Hyundai E&C will expand orders in overseas markets by focusing on strategies for selection, concentration and market diversification, with the focus on competitive engineering such as gas, combined firepower, port, transportation and conversion.
