이동통신사의 케이블방송 인수합병(M&A)이 쉽지 않을 전망이다. 참여연대와 시민단체 등은 유료방송 시장에서 통신사 주도의 인수합병 시도가 본격화한 가운데 166개 언론‧시민사회단체가 "통신재벌만 배불리는 나쁜 인수합병엔 반대한다"며 는 단체행동에 돌입했기 때문이다.

3일 M&A업계에 따르면 지난달 30일 '방송통신 공공성 강화와 나쁜 인수합병 반대 공동행동(공동행동)'은 출범 기자회견을 열고 과학기술정보통신부(이하 과기정통부) 장관 면담을 공식 요청했다. 이통사들의 케이블TV 업계 M&A에 반대한다는 입장을 전달하기 위해서다.

현재 과기정통부 는 LG유플러스의 CJ헬로(케이블방송 1위, 400만 가입자). SK텔레콤의 티브로드(케이블방송 2위, 300만 가입자), KT의 딜라이브(케이블방송 3위, 200만 가입자) 케이블방송 인수합병 승인요청에 대한 심사절차를 진행 중에 있다.

공동행동이 이통3사의 케이블TV M&A를 반대하는 이유는 방송통신의 공적 책무, 지역성·다양성·공익성과 지역일자리 보장이 없는 통신재벌만 배불리기라게 자리잡고 있다.

공동행동은 논평을 통해 "정부가 졸속심사, 불공정심사 등으로 이통3사의 케이블방송 인수합병을 통신재벌에 대한 특혜인수합병 승인으로 결론 낼 가능성이 커 우려하고 있다"며 "과학부도 관련자료, 심사기준을 공개하지 않고 시청자와  노동자의 의견을 제대로 수렴하지 않아 공정하고 투명한 심사를 진행하지 않고 있다"고 밝혔다.

공동행동은 정부가 공공재인 방송과 통신의 공공성을 붕괴시키고 있다고 보고 있다. 공기업이었던 통신은 경쟁체계가 도입되어 통신 3사로 재편되고 (구)한국통신은 민영화된 등 방송통신의 공공성은 지난 수 십년간 지속적으로 위협받아 온 터에 이제는 통신재벌이 케이블방송 인수합병을 통해 독과점을 실현하고 지역방송을 장악, 방송과 통신의 지역성·다양성·공익성이 침해되고 노동자 일자리를 잃는 사태가 벌어지고 있다는 주장이다.

공도행동은 일단 '통신재벌만 배불리기는 나쁜 인수합병’을 용납하지 않겠다는 입장이다. 공동행동 측은 “이용자는 돈벌이 수단, 호갱이 아닙니다. 벌써부터 현장에선 통신사업자가 케이블방송과 위성방송 시청자를 IPTV로 전환, 가입자 빼가기에 혈안이 되어 있다"며 "이를 당장 중단해고 막을 수 있는 제도적 장치를 마련, 지역채널을 발전시키고 통일을 준비 할 수 있는 정책과 계획을 마련하여 시청자의 다양한 욕구 충족 권리를 보장해야 한다"고 밝혔다. 이어 "이통3사의 케이블TV M&A는 밀실 심사가 아닌 공론화된 자리에서 이해 당사자 간에 다양한 의견이 수렴될 수 있도록 공청회 형태로 진행되길 제안한다"고 강조했다.

또한 정부에 대해 그간의 ‘졸속 심사, 불공정 심사, 통신재벌 편향 심사’에서 벗어나 투명하고 공정한 심사를 진행하고 당사자인 시청자와 노동자, 시민사회의 의견 수렴하고 이를 반영할 것을 촉구했다. 또한 과학기술정보통신부 장관과 면담과 공청회를 요구했다. 이들은 밀실 심사가 아닌 공론화된 자리에서 이해당사자 간에 다양한 의견이 수렴될 수 있도록 공론화된 논의의 장을 제안했다.

[M&A]  Voices against civic groups such as M&A Nasty...Participatory Solidarity and others on the mobile service provider's cable network.

It is predicted that it will not be easy for mobile network providers to take over cable broadcasting. The People's Solidarity for Participatory Democracy and civic groups launched a collective action in which 166 media, civic and social organizations said they are opposed to bad mergers and acquisitions, which are full of telecommunications fines, amid a series of takeover attempts led by news agencies in the paid broadcasting market.



According to M&A industries on the 3rd, 'joint action' against bad mergers and acquisitions (joint action) held a press conference on the 30th of last month and officially requested a meeting with ministers of Science, Technology, Information and Communication (Ministry of Science, Technology, Science and Technology and Information (Ministry of Science, ICT, and Telecommunication). This is to convey mobile network providers' stance against M&A, which is a cable TV industry.


Currently, LG Uplus' CJ Hello (No. 1 cable broadcasting company, 4 million subscribers). SK Telecom's request for approval of T-Broad (second place in cable broadcasting, 3 million subscribers), and KT's D-Live (third place in cable broadcasting, 2 million subscribers) is being reviewed.



The reason why joint action opposes cable TV M&A of the three mobile network operators is because only communication companies are rich in reproducibility that does not guarantee public responsibility, regionality, diversity, public interest and regional job opportunities.



"We are concerned that the government is likely to conclude the merger and acquisition of cable broadcasting companies by approving preferential takeover of telecommunication businesses due to poor reviews and unfair reviews." said a joint action in a commentary. "The Ministry of Science has not conducted a fair and transparent screening process as it has not properly collected opinions from viewers and workers without disclosing related data and criteria."



The joint action believes that the government is destroying the public nature of broadcasting and communication, which are public goods. It is argued that the public nature of broadcasting and communication services, which used to be state-run companies, has been threatened by the introduction of competition systems and privatization of Korea Telecom, is now realizing monopoly through mergers and acquisitions of cable broadcasting companies, taking control of regional broadcasting services, infringing on the regional nature, diversity and public interest of broadcasting and communication, and losing jobs.



Gong Do-dong says it will not tolerate "bad mergers and acquisitions that are only full of telecom retribution" for now. The joint action said, "You are not a means of making money, you are not a means of making money. "We are already bent on losing subscribers by converting cable and satellite TV viewers to IPTV," he said. "We need to establish institutional devices that can stop and prevent this right now, develop regional channels, and prepare policies and plans to prepare for unification to ensure viewers' right to meet diverse needs." "We propose that cable TV M&A of the three mobile network providers proceed in the form of a public hearing so that various opinions can be collected from interested parties in a public discussion rather than closed-room screening."


It also urged the government to conduct transparent and fair screening, and to collect and reflect opinions from viewers, workers and civil society involved, away from the previous "gradual screening, unfair screening, and biased communications practices." It also called for a meeting and a public hearing with the minister of science, technology, information and communications. They proposed a forum for public discussion so that diverse opinions could be collected among interested parties in a public discussion, not in a closed-door review.
