금융사와 통신3사, 삼성전자가 참여하는 매머드급 전자증명 사업 출범

KEB하나은행, 우리은행, 코스콤으로 구성된 금융사들과 SK텔레콤, LG유플러스, KT로 구성된 통신3사와 삼성전자는 지난 12일 사업 협약식을 갖고 블록체인 기반의 모바일 전자증명 사업을 출범한다고 밝혔다. 이를 통해 이르면 내년부터 모바일 App을 통한 전자증명 시대가 개막된다.

이들 7개사는 ICT 기업과 금융 기업의 강점이 시너지 효과를 일으켜 온 국민이 편리하고 안전하게 이용할 수 있는 전자증명 서비스를 빠르게 사업화할 수 있을 것으로 기대하고 있다. 금융권은 오랜 기간 가장 보안성이 높은 인증서비스를 제공해 왔고, 통신3사는 안정적인 통신서비스 경험과 블록체인 기술 역량을 보유하고 있으며, 삼성전자는 모바일 사업 분야의 풍부한 노하우를 바탕으로 Knox 기반의 블록체인 보안 기술을 통해 안전하게 신원 정보를 관리가 가능하다. 따라서, 이번 금융과 통신 및 ICT의 결합은 명실공히 전국민을 대상으로 한 매머드급 시너지 효과를 낼 것으로 기대된다.

모바일 전자증명 사업은 블록체인 기술을 기반으로 위∙변조가 불가능한 분산원장(블록체인)을 통해 개인의 신원을 확인∙증명하고, 본인 스스로 개인정보를 관리할 수 있는 것이 핵심이다. 개인은 기관이나 기업으로부터 받은 자신의 정보를 스마트폰의 보안 저장 영역에 저장해 놓고 있다가, 신원증명이 필요할 경우 언제든지 스스로 원하는 데이터를 골라서 제출할 수 있다. 이는 기존에 기관과 기업이 보관하고 있던 개인정보와 이에 대한 통제권을 개인에게 돌려준다는 점에서 큰 의미가 있다.

또한, 개인인증을 바탕으로 한 각종 증명서 활용도 가능한데, 예를 들어 갓 대학을 졸업한 20대 남성 A씨가 취업을 하기 위해 문서로 제출하던 대학 졸업증명서와 성적증명서를 모바일을 통해 간편하게 제출할 수 있고, 제출 받은 기업은 블록체인망을 통해 위∙변조 여부를 확인할 수 있다.

KEB하나은행은 계좌정보를 통한 본인 확인 및 통장사본 제출을 대체할 수 있는 "계좌보유증명" 발행을 시작으로 은행에서 발행하는 다양한 금융증명서까지 서비스 범위를 확장할 예정이며, 우리은행은 재직증명서, 정책자금 수령자격 등을 위∙변조가 불가한 형태로 모바일을 통해 간편하게 제출할 수 있는 ‘제증명서 간편제출 서비스’를 검토중이다. 그리고, 코스콤은 스타트업 대상 비상장주식 마켓 플랫폼의 본인확인 수단으로 우선 적용하고, 주식보유증명 등 증권사의 각종 증명서 발행으로 모바일 전자증명의 금융투자업권 허브 역할을 할 계획이다.

참여사들은 내년에는 블록체인에 더 많은 기업들을 추가하여, 각 참여사들의 채용 정보시스템은 물론 병원 및 보험사의 제증명 서비스, 골프장과 리조트의 회원권, 학생 증명 기반 영화관∙놀이공원의 할인서비스, 공증∙내용증명, 간편로그인 서비스 등 사회 각 분야의 다양한 영역까지 서비스를 확대할 예정이다.

이 날 행사에는 KEB하나은행 미래금융그룹 한준성 부행장, 우리은행 디지털금융그룹장 황원철 상무, 코스콤 미래성장본부 김계영 본부장, SK텔레콤 블록체인/인증 Unit장 오세현 전무, LG유플러스 FC부문장 이상민 전무, KT 블록체인 비즈센터장 서영일 상무, 삼성전자 서비스기획그룹장 김주완 상무 등 관계자 20여명이 참석했다.

참여사 관계자는 “인증 분야에 금융사들과 통신3사 및 휴대폰 제조사가 동시에 참여하는 형태의 사업은 처음 있는 일로서 큰 시너지 효과가 날 것으로 기대한다"면서 "앞으로 더 많은 기업들을 모으고 기능을 확장하여, 전국민이 누구나 쉽고 편리하게 이용할 수 있는 대한민국 대표 인증서비스로 만들겠다"고 밝혔다.

Financial firms made up of KEB Hana Bank, Woori Bank and Coscom, as well as the three telecoms composed of SK Telecom, LG Uplus and KT, and Samsung Electronics said they will launch the blockchain-based mobile electronic certification business on July 12 with a business agreement ceremony. This will open the era of electronic verification through mobile apps as early as next year.

The seven companies expect that the strength of ICT firms and financial firms will create synergy, allowing the entire nation to quickly commercialize electronic certification services that can be used conveniently and safely. The financial sector has long provided the most secure authentication service, while the three telecom firms have stable communication service experience and blockchain technology capabilities, and Samsung Electronics can safely manage identity information through the Knox-based blockchain security technology based on its abundant know-how in the mobile business sector. Therefore, the combination of finance and telecommunications and ICT is expected to create a mammoth-level synergy effect for the entire nation in name and substance.

The key point of mobile electronic verification business is to verify and prove an individual's identity through a distributed ledger (blockchain) that cannot be modified based on blockchain technology, and to manage personal information on its own. An individual can store his or her information received from an agency or company in a secure storage area on a smartphone and submit any data he or she wishes at any time if identification is required. This is of great significance in that it will return to individuals the personal information and control over it that was previously kept by institutions and companies.

In addition, various certificates can be used based on personal authentication. For example, a man in his 20s who just graduated from a university can submit a college graduation certificate and a transcript submitted in writing to get a job through mobile, and the submitted company can check the falsification or falsification through blockchain.

KEB Hana Bank plans to expand its service scope from issuing "account retention certificates" through account information to various financial certificates issued by the bank, and Woori Bank is considering 'simple submission of certificates of qualification' through mobile, which can easily submit certificates of service and qualifications for receiving policy funds in a form that cannot be changed. In addition, Coscom will first apply itself to non-listed stock market platforms for startups as a means of identifying themselves, and will act as a financial investment hub for mobile electronic verification by issuing securities companies' certificates such as certificates of shareholding.

Participants will add more companies to the blockchain next year, expanding the service to various areas of society, including hospitals and insurance companies' identification service, membership of golf courses and resorts, student certification-based movie theaters and amusement parks, notarial and content certification, and simplified log-in services.

The event was attended by about 20 officials, including Han Joon-sung, vice president of KEB Hana Bank's Future Financial Group, Hwang Won-chul, executive director of Woori Bank's Digital Financial Group, Kim Kye-young, head of Coscom's Future Growth Headquarters, Oh Se-hyun, executive director of SK Telecom's blockchain/certification unit, Lee Sang-min, executive director of KT Blockchain Center, and Kim Young-il, and Kim Wan-joo, head of Samsung Electronics Service Planning Group.

"As this is the first time that financial companies, telecommunication companies, and mobile phone manufacturers are participating in the certification business, we expect to have a great synergy effect." said a representative for participating companies. "We will gather more companies and expand its functions in the future to make it a representative certification service of Korea that can be easily and conveniently used by all Koreans."
