독일 정부가 자국 내 백신기업 큐어백의 지분을 인수한다. 큐어백은 코로나19 백신 및 치료제를 개발 중인 곳으로 최근 미국 측의 인수 시도가 있었던 곳이기도 하다. 독일 정부가 자국 내 기업의 기술 보호 등을 위한 재정적 지원에 나선 것이라는 게 현지의 반응이다.

17일 인수합병(M&A)업계에 따르면 지난 15일(현지시각) 독일 현지 언론 등은 페터 알트마이어 경제에너지부 장관의 큐어백 인수소식을 집중적으로 다뤘다. 정부 차원의 기업 지분 인수는 흔치 않은 일이다. 독일 정부가 인수하는 큐어백 지분은 23% 정도이며, 인수 금액은 3억 유로(4100억원 가량)으로 알려졌다.

알트마이어 경제에너지부 장관은 큐어백 인수와 관련해 "기술 잠재력을 최대한 활용할 수 있도록 재정적으로 지원하기 위한 것"이라고 강조했다. 코로나19가 글로벌 전역에서 발생하고 잇는 만큼, 백신 및 치료제 개발에 성공할 경우 경제적 효과 뿐 아니라 각국 정부간 다양한 시너지 효과가 발생할 수 있다는 것을 주목한 것으로 보인다. 미국 기업의 인수 시도가 발생한 직후 지분 인수인 만큼 이같은 분석에 설득력을 높이고 있다.

큐어백은 지난 3월 미국 측이 큐어백의 백신 독점권을 갖기 위해 인수 시도를 하고 있다는 의혹이 제기되면서 주목을 받았다. 독일 언론에서 이런 의혹이 제기되자 독일 정부 측은 강하게 반발했고, 내각의 코로나19 위기관리회의에서 해당 문제를 논의하기도 했다.

큐어백은 1990년대 튀빙겐대학 내 기업으로 설립된 백신 기업이다. 극미량 투여로 인체에 면역력을 갖게 하는 백신 기술을 보유하고 있다.
독일 대학 내 기업으로 출발한 만큼 큐어백은 독일 등 유럽 당국으로부터 연구비를 지원받은 것을 바탕으로 성장했다. 그러나 미국 보스턴에도 지사를 운영하고 있으며, 빌 앤드 멜린다 게이츠 재단으로부터 투자를 받기도 하는 등 미국과도 접점이 있다. 

현재 독일 정부는 프랑스, 네덜란드, 이탈리아와 함께 지난 13일 영국-스웨덴 다국적 제약회사인 아스트라제네카와 4억명분의 코로나19 백신 공급을 위한 계약을 체결하는 등 코로나19 백신 관련 투자를 확대하고 있다. 아스트라제네카는 영국 옥스퍼드대와 공동으로 백신을 개발 중인 제약사로 현재 전 세계적으로 임상 단계에서 가장 앞섰다는 평가를 받고 있는 곳 중 하나다.

M&A업계 관계자는 "독일 정부의 큐어백 지분 인수는 사실상 예견됐던 일"이라며 "이번 인수를 계기로 코로나19 백신 및 치료제 개발에 나서고 있는 바이오기업에 대한 국가간 관심은 뜨거워 질 것으로 보인다"고 말했다.

[M&A] German government to acquire a stake in vaccine company CureVac...Local "Financial Support Dimension" Assessment

The German government will acquire a stake in CureVac, a vaccine company in the country. Cureback is a place where Corona 19 vaccine and treatment are being developed, and the U.S. has recently attempted to acquire it. The local response is that the German government has started to provide financial support for the protection of technology by domestic companies in the country.



According to the M&A industry on the 17th (local time), local media in Germany focused on the news of Peter Altmeyer's acquisition of CureVac by Minister of Economy and Energy on the 15th (local time). A government-level acquisition of corporate shares is rare. The German government's stake in CureVac is about 23 percent, and the acquisition amount is known to be about 300 million euros (410 billion won).


Regarding the acquisition of CureVac, Altmeyer, Minister of Economy and Energy, stressed that the move is aimed at financially supporting the company to make the most of its technology potential. As Corona 19 is occurring all over the world, it seems to have been noted that success in developing vaccines and treatments can create not only economic effects but also various synergies between governments. As it was a stake acquisition right after the U.S. company attempted to acquire the company, the analysis is gaining traction.



CureVac came into the spotlight in March after allegations arose that the U.S. side was attempting to take over Cureback's vaccine monopoly. When the allegations were raised in the German media, the German government strongly protested and discussed the issue at the Cabinet's Corona 19 crisis management meeting.



CureVac is a vaccine company established in the 1990s as a company within the University of Tubingen. It has vaccine technology that makes the human body immune to microdose administration.
Since it started out as a company in German universities, CureVac has grown based on the support of research funds from European authorities such as Germany. However, it also has a point of contact with the U.S., including a branch office in Boston and an investment from the Bill and Melinda Gates Foundation.



Currently, the German government, along with France, the Netherlands and Italy, has signed a contract with AstraZeneca, a British-Sweden multinational pharmaceutical company, to supply 400 million Corona 19 vaccines on the 13th. AstraZeneca is a pharmaceutical company jointly developing vaccines with Oxford University in the U.K., and is one of the most advanced in clinical stages worldwide.



An M&A industry source said, "The German government's acquisition of the CureVac stake was expected. With this acquisition, interest in bio companies that are developing Corona 19 vaccines and treatments is expected to increase."
