사우디아라비아 투자청 이브라힘 알-오마르 청장 "양국 경협 통해 앞으로 더 큰 기회 있을 것"

금융, 미디어, 제조, 화학, 에너지 등 전 산업군에 걸친 한국 기업들의 사우디아라비아 현지 진출이 확대될 전망이다.
사우디아라비아 투자청(SAGIA)은 26일 서울 포시즌스 호텔에서 ‘사우디-한국 파트너십 컨벤션’ 행사를 대한무역투자진흥공사(KOTRA)와 공동 개최하고 국내 투자기업들과 다자간 MOU 및 약정을 체결했다. 아울러 다수의 국내 기업에게 사우디아라비아에서의 사업체 설립을 허가하는 신규 라이선스 발행을 발표했다.
이번 협약 체결은 전 세계적으로 주목받고 있는 사우디아라비아의 정부기관 및 민간 기업 투자, 그리고 사우디 비전 2030으로 창출되는 가치있고 다양한 기회를 강조하기 위한 것이다. 이번에 체결되는 MOU 및 약정은 금융, 미디어, 제조, 석유화학 및 재생에너지 분야를 포괄적으로 포함한다.
사우디아라비아 투자청 이브라힘 알-오마르 청장(HE Ibrahim Al-Omar)은 "한국과 사우디아라비아는 긴밀한 협력관계를 통해 상호 발전을 이루어 왔고, 앞으로 더 큰 기회가 있을 것이다"며, "이번 MOU를 통해 한국 기업은 풍부한 자본을 가진 G20 국가인 사우디에 진출할 수 있고, 사우디는 한국 기업의 전문기술을 전수받고, 투자유치를 할 수 있다. 이러한 파트너십은 사우디 청년층에게도 신규 일자리와 유용한 기술을 전수함은 물론 혁신과 기회를 만들 수 있으므로 더욱 많은 기업들의 진출을 기대한다"고 말했다.
한국-사우디 친선협회(Korea Saudi Friendship Society) 이종천 회장은 환영사를 통해 "오래전부터 아라비아제국과 대한민국은 형제였다. 한반도에 사는 아라비아 후손들은 DNA가 유사해 신속한 사우디아라비아 적응이 가능하다. 한반도에 사는 아라비아 후손들은 아라비아와 교류 및 문화 영토 확장에 큰 자산이다."라고 말했다. 이어 "아라비아 상인 DNA를 가진 한국 기업인들이 사우디 '비전 2030'에 참여, 'Made in KSA' 제품을 만들어 전세계로 수출한다면, 양국은 역사가 가르쳐 준 교훈처럼 서로 번영할 것을 확신한다."고 강조했다.
정부 관계자를 비롯해 투자자, 기업 대표들을 포함한 150명이 넘는 인원이 참가한 이번 행사는 지난 2017년 체결된 ‘한-사우디 비전 2030’ 계획을 실행하기 위한 핵심 단계이다. 이 계획은 양국간의 협력 범위를 다각화하기 위해 기획되었으며 에너지 및 제조, 디지털, 의료 및 생명과학, 중소기업 및 투자에 중점을 두고 있다.
한편, 사우디아라비아 정부는 2016년부터 100 % 외국인 소유권 도입, 법률 인프라 강화 및 주주 보호 강화 등 500건의 개혁안 중 45% 이상을 달성했다. 그 결과, 사우디아라비아는 국제 경쟁력을 강화하고 해외시장에서 기업 환경 평가 순위를 높여 2018년에 외국인직접투자(FDI) 유입이 127%까지 증가하며 투자가 증가했다. 사우디아라비아에 진입하는 신규 기업의 수도 2019년 1 분기에 전년 대비 70% 증가했다.
이번 행사를 코트라와 공동 개최한 사우디아라비아 투자청(The Saudi Arabian General Investment Authority, SAGIA)은 지속 가능한 국가 경제 성장을 위해 기타 공공기관과 협력해 고부가가치 투자를 유치하는 투자진흥기관이다. 사우디 투자청의 최우선 과제는 사우디아라비아 비전 2030에 명시된 9가지 분야로 화학, 정보기술, 에너지 및 수자원, 산업 및 제조, 광업 및 금속, 의료 및 생명 과학, 운송 및 물류, 관광, 문화 및 엔터테인먼트와 신흥 분야 등이다.
[Focus] SAGIA Signs Multilateral MOUs with Korean Companies
South Korean companies across all industrial groups, including finance, media, manufacturing, chemicals and energy, are expected to expand their presence in Saudi Arabia.
Saudi Arabian Investment Authority (SAGIA) co-hosted the "Saudi-Korea Partnership Convention" event with the Korea Trade-Investment Promotion Agency at Four Seasons Hotel in Seoul on Wednesday and signed multilateral MOUs and agreements with local investment companies. It also announced the issuance of a new license to allow a number of Korean companies to set up operations in Saudi Arabia.
The signing of the pact is aimed at highlighting Saudi Arabian government and private corporate investment, which has drawn attention around the world, and valuable and diverse opportunities created by Saudi Vision 2030. The MOUs and arrangements signed this time encompass the areas of finance, media, manufacturing, petrochemicals and renewable energy.
"South Korea and Saudi Arabia have made progress through close cooperation and will have greater opportunities in the future," said Saudi Arabia's investment agency chief, He Ibrahim Al-Omar. "The MOU allows Korean companies to enter Saudi Arabia, a G20 country with abundant capital, and Saudi Arabia to receive all the expertise and attract investment from Korean companies. We expect more companies to enter this partnership, as it will not only deliver new jobs and useful technologies to the young Saudi people, but also create innovations and opportunities," he said.
Lee Jong-cheon, president of the Korea-Saudi Friendship Society, said in a welcoming speech, "A long time ago, the Arabian Empire and the Republic of Korea were brothers. The Arabian descendants living on the Korean Peninsula have similar DNA, which allows them to quickly adapt to Saudi Arabia. The Arabian descendants living on the Korean Peninsula are big assets in exchange and cultural and territorial expansion with Arabia," he said. "If Korean businessmen with long-term commercial DNA participate in Saudi Vision 2030 and make 'Made in KSA' products and export them to the world, I am sure the two countries will prosper as history has taught us."
The event, involving more than 150 people, including government officials, investors and business representatives, is a key step toward implementing the Korea-Saudi Vision 2030 plan signed in 2017. The plan is designed to diversify the scope of cooperation between the two countries and focuses on energy and manufacturing, digital, medical and life sciences, small and medium-sized enterprises and investment.
Meanwhile, the Saudi government has achieved more than 45 percent of 500 reform proposals since 2016, including the introduction of 100 percent foreign ownership, strengthening legal infrastructure and strengthening shareholder protection. As a result, Saudi Arabia increased its investment by 127 percent in 2018 by strengthening its international competitiveness and increasing its corporate environmental assessment ranking in overseas markets. The number of new companies entering Saudi Arabia also rose 70 percent on-year in the first quarter of 2019.
The Saudi Arabian General Investment Authority (SAGIA), which co-hosted the event with KOTRA, is an investment promotion agency that attracts high value-added investment in cooperation with other public agencies for sustainable national economic growth. The Saudi Investment Authority's top priorities are nine areas specified in Saudi Arabia's Vision 2030, including chemistry, information technology, energy and water resources, industry and manufacturing, mining and metal, medical and life sciences, transportation and logistics, tourism, culture and entertainment and emerging sectors.
